Finance Controller and Finance Assistant

Ministry of Health and Family Welfare (MoHFW)

Reproductive and Child Health, Phase II (RCH II), is a comprehensive sector wide programme, under the National Rural Health Mission (NRHM). In particular, it seeks to achieve reduction in maternal and infant mortality and total fertility rates and also to reduce social and geographical disparities in providing affordable and quality health care services to the rural population of the country. In order to manage and coordinate the enhanced funds allocation to the States/UTs, MoHFW have set up a Financial Management Group (FMG) with the support of foreign aid agencies.

Deloitte Touché Tohmatsu India Private Limited (DTTIPL) has been appointed by DFID to act as the Technical Management and Support Agency (TMSA) for RCH II. As a part of this project, DTTIPL seeks to engage the services of qualified and experienced Finance Consultants on contractual basis for the following positions to support the Financial Management Group (FMG) under the supervision of the MoHFW:

Position: Finance Controller (Reference: FA1-FMG; 1 vacancy)

Role- To oversee financial management of NRHM including Reproductive and Child Health, Phase-II: monitor receipt of financial reports, release of grants, monitor submission of audit reports from State/UTs and follow up action thereon.

Tasks- Key tasks include:

Ø Technical
§ Coordinate release of funds to State and UTs
§ Prepare parallel project management status using e-banking data and compare with manual reports submitted by states and UTs
§ Act as an overall Finance Manager and Team Leader for a cluster of states
§ Prepare FMR and reimbursement claims for submission to World Bank etc.
§ Support NRHM Finance division and coordinate with National Disease Control Programmes, States and UTs etc.
§ E-moding of accounts and finance processes in FMG
Ø Audit (have picked from the audit FCs JD)
§ Facilitate audit arrangements for States/UTs
§ Monitor appointment of Statutory Auditors
§ Monitor timely completion of audit process in States and UTs
§ Coordinate scrutiny of Audit Reports and compliance od audit observations
§ Reconcile provisional and audited UCs with FMRs
§ Monitor concurrent audit process in states and districts
Ø Monitoring
§ Monitor timely receipt of FMRs from States/UTs, their analysis and follow up
§ Monitor timely submission and settlement of UCs
§ Match physical and financial progress of the programme
§ Devise meaningful MIS in electronic format
Ø Training
§ Provide training to finance and accounts personnel on aspects including Tally at State and District Programme Management Units
Ø Managerial
§ Supervise working of Finance Assistants and Analysts
§ As a Team Leader, to oversee and monitor the functioning of FMG Team for the cluster States

Eligibility- CA/ICWAI or MBA (Finance) from a reputed recognized institution preferably with a degree in Commerce from a recognized university

Experience- 8-10 years of experience, preferably 3-4 years in social sector. Adequate experience in audit at a supervisory level in social sector is desirable. Knowledge of accounting packages (Tally) preferably with a certificate course. Exposure to social sector schemes both at national/ state/district levels will be highly desirable. Excellent knowledge of MS Word, Excel, Power Point and Access is required. Specific experience preferred in:
Ø Fund flow management
Ø System of Letter of Credit and Utilization Certificate in a Government or reputed NGO
Ø Scheme wise expenditure monitoring in a Government set up
Ø Development of accounting packages


Position: Finance Assistant (Reference: FA2-FMG; 3 vacancies)

Role- Review and monitor financial statements and MIS received from states. Facilitate capacity building of state level finance and accounting staff.

Tasks- Key tasks include:
Ø Technical
§ Provide financial data support to facilitate release of funds States/UTs
§ Prepare Expenditure Statement for reimbursement from World Bank etc.
§ Data entry and database management of quarterly financial reports
§ Prepare and update state-wise financial management profiles
§ Visits to states and districts for financial and accounting reviews
Ø Audit
§ Follow up audit process with States and UTs
§ Examine Audit Reports and communicate action points to the States
§ Track Action Taken Reports by states and UTs on audit observations and submit audit reports to DPs
Ø Monitoring
§ Monitor receipt of quarterly FMRs, their analysis and track compliance on areas of concern
§ Monitor timely submission and settlement of UCs
Ø Training
§ Provide training to Programme Management unit staff in states and districts

Eligibility- M.Com/B.Com from a reputed recognized institution essential. Candidates with a CA Inter/ ICWAI Inter will be preferred.

Experience- 4-6 years experience in financial management/ accounting. Familiarity with computerized accounting packages (preferably Tally) would be desirable. Experience in the social sector and experience in field level audit would be desirable.

Additional Information- All positions would be based at the MoHFW, New Delhi and would require travel across the country. The positions would be contractual and renewable after one year based on performance. Selected candidates will be provided competitive remuneration package commensurate with qualifications and experience.
