International Development and Humanitarian NGO is seeking staff (Indian nationality only) for its Regional Office in Delhi

Programme Officer (PO) for the Right to Food Programme

DCA supports development and relief projects and programmes in over 20 developing countries in 6 regions of the world. DCA supports and monitors development and emergency projects currently being implemented by some 20 partner NGOs in India. The focus states of DCAs work in India are Orissa and Rajasthan

Under the general supervision of the Regional Representative, the PO is responsible for:
• Keeping the organization abreast of emerging developments within the Right to Rood movement in India as the organisational expert
• Maintaining linkages to government and state institutions, INGOs, NGOs and other CSO organisations as well as research institutions
• Developing the programme partnerships in accordance with the DCA Right to Food Programme document and strategy 2006-2010.
• Reviewing the present programme and revise the strategies for a new programme document 2011-2015.
• Reporting annually to donors on the right to food programme - assessing achievements and challenges for the programme strategies in order to remain relevant and strategic.
• Undertaking policy and development dialogues with partner organisations and likeminded organisations on rights based approaches to food in India
• Facilitating development of new projects and providing critical, constructive and timely partner support through regular monitoring of projects under in close cooperation with all other units in Regional Office
• Maintaining linkages to government and state institutions, INGOs, NGOs and other CSO organisations as well as research institutions

Professional Qualifications Needed:
• Minimum five years work in the field of food security and advocacy
• A postgraduate degree in political or social science or other related development field from a recognised establishment
• Minimum seven years experience from an international development organisation with responsibilities for programme monitoring and evaluation.
• Willing and able to undertake frequent travel to project areas in India and occasionally within South Asia (40 % time in field)

The Food Security Programme Officer must have following professional skills: Strong in analysis and negotiation, ability and willingness to work in a team, strong interpersonal communication skills and excellent English writing and reporting skills.

The following personal qualifications are crucial: commitment to inclusion of the poor and deprived communities in all humanitarian aid, ability & willingness to work with people of different backgrounds. S/he must contribute constructively to a working environment based on mutual respect and trust and have the ability to cope with stress and work under difficult circumstances. Finally the candidate must have a strong personal commitment to social equity and equal opportunities of women and men.

Additional qualifications: EDP/IT skills at an advanced user level, fluency in oral and written English and Hindi.
