Catholic Relief Services (CRS) is seeking a Grants Administrator /Public Donor Liaison with Title II Experience. This position, located in Baltimore, MD, will have a specific set of country programs to cover, depending on the needs of the team. The Grants Administrator /Public Donor Liaison will demonstrate a higher level of donor representation, programming knowledge and troubleshooting capabilities, and the ability to act independently.  Title II experience in the field is a critical component for this position.  The Grants Administrator /Public Donor Liaison will work with donors, various country programs and internal departments at CRS. For public award-related activities, functional tasks include: liaising with donors and field offices as required to ensure effective administration of a portfolio of awards: supporting country program offices in project implementation and management; successful submission, negotiation and defense of public award proposals; and being a resource for, mentoring, and training other staff in resource acquisition, compliance, negotiation, and building public donor relations skills as appropriate. The Grants Administrator /Public Donor Liaison will also spearhead at least one area of global specialization related to public resources, such as development of expertise in dealing with a donor of particular importance to an assigned region but also to the rest of the agency.

Key Responsibilities are to create, cultivate and maintain strong donor relationships; undertake frequent travel to Washington, DC, to ensure contact with the donor and promote a positive CRS image with the donor; maintain a positive donor image of CRS while diplomatically and effectively negotiating desired outcomes for Country Programs; minimize risk to CRS by proactively identifying and resolving problems before they rise to a critical level; perform all of the duties of the Grants Administrator /Public Donor Liaison position for a specified portfolio of awards; and mentor less experienced staff.

Qualifications include: a master's degree in international development (or related field) or equivalent experience; 5+ years’ experience in international development work, including a balance of experience developing proposals and implementing public awards in a developing country context, and of negotiating and backstopping USAID grants or equivalent experience with US Government agencies or departments; Title II experience; ability and willingness to travel overseas up to 15%.
