Chemonics International, a global consulting and international development firm, seeks long- and short-term Technical Specialists for an anticipated USAID-funded Program to Enhance Climate Resiliency and Water Security. This project is intended to demonstrate the process and outcomes needed to allow island communities in the Maldives to maximize their opportunity to overcome or ameliorate impacts from global climate change. The program will provide assistance to the Government of the Maldives, primarily through the Ministry of Housing, Transport, and Environment (MHTE), plus island and atoll councils; the private sector, primarily through provincial utilities; and residents of two islands in the northern part of the country that will be targeted with USAID assistance to become “climate resilient islands”. The provision of selected water, sanitation, and solid waste services and infrastructure will be designed and implemented, however, the underlying purpose and intended outcome of the program is to develop the knowledge, skills, and attitudes that island residents will need to become stewards of their island environment and to make rational and informed decisions on key climate change adaptation issues, and thus reduce risk and vulnerability over the long-term.

All candidates will possess the following qualifications:
• Advanced degree in engineering, water sanitation and wastewater management, solid waste management, power generation (particularly renewable energy), energy efficiency and demand management, ecosystem management, climate change, or disaster risk reduction preferred
• Experience working on donor-funded programs.
• Excellent written and oral communications skills in English are required.

Deputy Chief of Party
• Technical background water and sanitation, infrastructure development and engineering, community development, provincials utilities, and climate change adaptation
• A minimum of 8 years of experience working on water security, community awareness to climate adaptation, and provincial utilities and services
• Has deep understanding of environmental, social, cultural, economic, and governance context of the atolls.

Long and short term technical experts in the following areas:
• Environmental and Community Health
• Hydrology/ IWRM and Hydrometeorology
• Power sector generation (including renewable energy)
• Energy efficiency and demand management
• Ecosystem management
• Institutional Organization and Capacity Building
• Socioeconomic Analysis
• Construction, Engineering Design, CAD and Drafting
• SWOR Engineering, Water and Sanitation Engineering
• Training, Logistical Planning
• Surveying
