CHAI is looking for suitable candidates to the above position to manage and lead GF R9 TB project and will be positioned at CHAI central office. The candidate should have at least 5 - 8 years of post qualification experience

1. Educational Qualification: Medical Degree with relevant experience in the field of Tuberculosis

2. Professional Experience:
ü Minimum 10 years of work experience with at least 5 yrs of experience at national level programme development, monitoring & implementation of primary health care programmes including experience in field based implementation;
ü Managerial & analytical skills are essential attributes;
ü Good verbal/written communication skills;
ü Well versed with computer operations;
ü Ability to work in a multicultural environment with fair negotiation and facilitation skills as well as the ability to work collaboratively with diverse partners

TERMS OF REFERENCE

1. Provide technical support to the National, State and District cells for training, monitoring supervision, implementation and surveillance of RNTCP program according to policies of the Government of India and will be responsible for overall in charge for the GF R9 TB project

2. Work with National, State, Regional and district level officers to establish systems, which facilitate monitoring of the project at the states/districts assigned and also directly implement the project as a National coordinator in the allotted states.

3. Liaison with national, State and district level officers of Tuberculosis control as well as the CHAI Regional Unit (RU) officials and the officials of the identified facilities in order to establish good practices of intensive supervision in the programme implementation in these institutions;

4. Monitor programme implementation at the facilities identified by CHAI in the states in conjunction with project staff. Personally investigate cases of treatment failure, default, death, and relapse in selected cases to determine causes and implications for improvement of program implementation in these institutes. Participate in Appraisals and Evaluations in the districts with substantial presence of Catholic Health Institutions;

5. Organize and review programme implementation in respective states / districts in conjunction with Asst.Programme Managers / Dist Coordinators

6. Identify problems in logistics and provide solutions at local or State level or report back to the Director CHAI.

7. Provide constant feedback of activities to the Director General, CHAI-HQ.

8. Assist in communicating up-to-date information on program implementation and feedback on policy implementation. This includes ensuring accurate and timely PHI and financial reporting, preferably electronically.

9. Should be willing to work beyond office hours if required

CHAI is looking for suitable candidates to the above positions to manage and lead GF R9 TB project and will be positioned at CHAI central office. The candidate should have at least 5 - 8 years of post qualification experience

Basic Qualification: Graduation in Medical/Public Health / PG in Social Sciences

Skills Expected: Strong computer skills (Microsoft Word, Excel and PowerPoint) with ability to make presentations.

Excellent interpersonal skills; must be able to manage multiple priorities and work under tight deadlines;

Ability to follow directions and work independently, as well as be an effective team member; and

Experience working with budgets and financial reports

Duty Station: Position based at Secunderabad requiring frequent travel to states / districts of Karnataka , Tamil Nadu, Maharashtra and occasional travel to Delhi

Languages: English and Kannada, Marathi and Tamil with additional knowledge of Hindi, and other Indian languages.

Reports: Functionally reportable to DIRECTOR GENERAL and to Programme Manager

Responsibilities:

• To implement the project as per the approved project frame work focusing on activities including NGO/ CBO and Private Private Mix (PPM) , Community System Strengthening (CSS) to improve TB case detection and cure rate.

• Provide support for training, supervision and implementation of GF R9 as per project frame work

• Lead a team of District Coordinators and other field based project staff working at their respective states

• Assist in training, supervision and implementation of GF R9 as per project frame work

• Day-to-day administrative and financial supervision of the Project

• Work with District/State/National level officers to establish good practices of intensive supervision of GF R9

• Establish systems, which facilitate monitoring of the project at the District level in all districts assigned and also directly implement the project as a District coordinator in two of the eight districts

• Review the performance of Member Institutions / NGO under the GF R9 program

• Conduct periodic review meetings at District and State level

• Communicating up-to-date information on project implementation and provide a sufficient report on the status of project implementation and on important developments on a monthly basis in the appropriate format

• Liaise with the the Programme Manager at CHAI and with other district and state TB officials
• Liaise with the DGHS and State and District TB Societies

• Timely dissemination of the milestones to the stakeholders

• To send monthly fund requests to CHAI within approved budget and verify all vouchers related to GF R9.

• To participate in need based capacity building programs held by the PR

• Should be willing to work beyond office hours if required

• Any other task as assigned by the Director General – CHAI / Programme Manager

The post holder will report to the DIRECTOR GENERAL CHAI / Chief Finance Officer, Travel: As necessary.

Responsibilities:

• Direct and supervise the day to day function of the Finance Unit including supervision of identified staff involved in the Global Fund Round 9 project of the CHAI in India according to agreed budgets and timelines and in alignment with the policies of the chai and the requirements of GF. S/he will be responsible to ensure alignment and timely achievement of the performance based funding requirements of the Global Fund.
• Set up, and technically support the management and evaluation of financial systems within the GF Round 9 project; review grant budgets and prepare documentation for grant negotiations and budget modifications as necessary; monitor, exercise fiscal control, maintain and report timely on project budgets; .
• Support the Director General / programme manager in providing oversight to and effectively guiding and monitoring the start-up and implementation of Phase 1 of the GF Round 9 project; effectively supervise financial management and reporting to ensure approval for Phase II of the grant; ensure adherence and timely fulfilment of GF requirements / conditions / policies set out in the GF grant agreement for Round 9.
• Maintain all the project financial documents, ensuring complete and proper backup/audit documentation; monitor and control information entered by staff into financial management system; assume primary responsibility for cost allocation of all project funds; review the proper allocation of invoices according expense categories.
• Prepare financial reports for CHAI of finance and development as necessary.
• Review and approve financial reports for accuracy and compliance with CHAI & Union policies and contractual requirements; ensure regular reporting including supporting and building capacity for financial management at these levels.
• Demonstrate thorough knowledge of the CHAI contracts regulations in order to serve as primary source for project financial matters for the GF round 9 project.
• Support and coordinate HR functions for the CHAI provide oversight to and lead routine office administration within the organization including procurement of services and coordination with vendors as required and in alignment with CHAI policy and in procurement and vendor services.
• Perform other relevant duties as required by Director General / Programme Manager

Qualifications:

• Advanced university degree in a relevant discipline – management, audits and accounts.
• 7 -10 yrs relevant hands-on experience managing finances, budgets and fiscal control; familiarity with finance and finance systems in the development sector will be an advantage.
• Proven experience in capacity building /mentoring.
• Willingness to travel within the region/country as required.
• Willingness to participate in team induction and meetings as required.
• Fluent written and spoken English.
• Knowledge of Hindi and at least one other Indian regional language would be an advantage.
• Strong oral and written communication, consultation and interpersonal skills.
• Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines.
• Capacity to work independently and collaboratively in a team environment with tact and diplomacy.

Responsibilities:

• Follow standard operating procedures for financial management set up within the organization of Gobal Fund Round 9 grant.
• Handling petty cash and maintaining cash book.
• Make all payments and maintain all required book of accounts.
• Liaise with bank, obtain necessary documentation and prepare monthly bank reconciliation statement.
• Maintain Payroll and salary related reimbursement records.
• Prepare and submit expenditure and fund flow statements to CHAI / UNION through FO before the dead line of each month.
