The Caribbean Development Bank (CDB) is seeking to recruit an exceptional and dynamic individual from its Members Countries to fill the position of Portfolio Manager, Basic Needs Trust Fund (BNTF) to work in the Social Sector Division (SSD) of the Projects Department at its Headquarters in Barbados. 

CDB is a multilateral Development Bank that collaborates with its Borrowing Member Countries (BMCs) to promote sustainable social and economic development, economic cooperation and regional integration.  

The Role 

Reporting to the Division Chief, SSD, the Portfolio Manager (PM), BNTF, is responsible for the leadership and management of a multidisciplinary team of professional and administrative staff coordinating and implementing the identification, appraisal and supervision of projects and technical assistance (TA) interventions for inclusion in the BNTF programme.  Currently, gender equality, environmental sustainability and disaster risk management considerations are key areas of focus. The BNTF programme is challenged to operate at a very quick response rate to BMCs’ needs for fast implementation of a large volume of small projects.  The PM, BNTF is also responsible for the preparation and submission of CDB results-based management (RBM) annual work programme and performance reports relating to the BNTF programme. 

The PM, BNTF, as one of the most senior professionals in the Division, will be required to: 

  • Assume direct accountability for the management of an integrated programme strategy through coherent country projects, common services and harmonised systems and provide authoritative guidance and advice on CDB procedures.

 

  • Provide technical and procedural advice and guidance to the Operations Officers and the Bank’s beneficiaries in the execution of projects and the resolution of issues arising in the BNTF programme, to improve the effectiveness and relevance of operational activities in responding to national priorities.

 

  • Represent the Bank on key issues arising during project implementation with Executing Agencies, Donors, Borrowers/Grantees and Consultants and develop strategic partnerships for implementation and resource mobilisation.

 

  • Conduct, in accordance with the Programme cycle requirements, the identification, preparation, appraisal, supervision and evaluation of the BNTF Programme.


The Candidate 

  • Eligible candidates should have a Master’s degree or equivalent in development studies, social sciences disciplines, natural sciences or engineering.

 

  • Candidates should be seasoned professionals with at least ten (10) years’ post-Master’s relevant experience at the national, regional or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects.

 

  • The successful candidate must be willing to live and work in Barbados.
