Community Relations (CR) Manager

Barrick is the largest gold mining company in Tanzania with four operating gold mines, Bulyanhulu, North Mara, Tulawaka and Buzwagi.

COMMUNITY RELATIONS MANAGER

African Barrick Gold's North Mara Gold Mine seeks a highly qualified Community Relations (CR) Manager. African Barrick Gold is committed to operating its mines in a socially responsible manner that reflects and improves on industry best practice. The CR Manager will be responsible for helping the mine develop constructive and mutually beneficial relationships with local communities and other stakeholders by using a respectful and culturally appropriate approach to:

Enable the mine to maintain its social license to operate from affected communities, in part by integrating local interests into mine operations

  • Ensure African Barrick Gold policies and standards are adhered to and that all social obligations and commitments are met

  • Assist affected communities to constructively articulate, negotiate for, and implement their long term development aspirations

  • Support local Government authorities in their efforts to address these aspirations

  • Facilitate strong relations between the mine and civil society organisations

  • Help guide efforts to continuously improve internal and external communication

This is to be achieved through constant interaction with: other members of the mine's management team; community members; local Government and traditional authorities; civil society and the media; and through the consistent application of programmes and policies in accordance with ABG¡¦s Corporate Social Responsibility vision.

North Mara Gold Mine is situated in northern Tanzania near the Kenyan border. It is a complex environment, involving a broad range of stakeholders with divergent interests and histories. This position should attract applications from experienced professionals capable of working constructively in a challenging environment. The position reports directly to the Mine General Manager with a functional reporting line to ABG's CR Manager. The work schedule is rotational on an 8 week in 4 weeks out fly-in-fly-out basis.

KEY RESULT AREAS / ESSENTIAL FUNCTIONS
Department Management

  • Provide leadership, oversight, management and support for the functional areas of the Community Relations Department (Community Engagement, Community Development, Communications, Government and Civil Society Relations, Local Content and CR Administration)

  • Promote and implement the mine's CR strategy, policies and standards

  • Ensure that community development initiatives are sustainable and based on a clearly spelled out objective and linked to the business case

  • Roll out the African Barrick Gold CR Management System at North Mara

  • Manage the department budget and financial recording keeping

  • Oversee reporting and performance management

  • Develop appropriate systems to monitor, evaluate and communicate the activities of the CR department

Internal Collaboration

  • Act as a key member of the site management team

  • Ensure effective communication and understanding of how CR issues and programmes align with mine and company operations and priorities

  • Collaboration with other departments to pursue both company and community interests by
    - Identifying and addressing social impacts and opportunities to local communities from the mine¡¦s activities
    - Identifying and addressing social risks and opportunities to the business
    - Ensuring strategic alignment and sustainability of North Mara's community engagement and development programs
    - Ensuring the CR department can meet overall business objectives

External Stakeholder Relations

  • Liaise with key external stakeholders, including local government authorities, civil society and the media and traditional community leaders

  • For the mine's external relations generally, help envision, initiate ideas, provide direction and take corrective action as required

  • Partner with suitable organisations in order to address the real, long term development needs of the local communities

Team Development

  • Attract, develop and retain a highly effective CR team

  • Ensure employees achieve their full potential through mentoring and training

  • Work closely with consultants and external expertise as required

  • Contribute to strengthening of the CR function within African Barrick Gold

  • Define performance objectives for each team member including individual development plans

  • Demonstrate and coach teamwork

PROFESSIONAL AND INTERPERSONAL DETAILS


Education:

  • Minimum Bachelor's degree in sociology, economics, community development, regional planning, negotiation and conflict resolution or related discipline

  • Post-graduate qualification highly desirable

  • Professional level fluency in written and spoken English

  • Knowledge of KiSwahili desirable

Experience:

  • Minimum 5 years senior management experience dealing with extractive industry external/ community relations or similar in a developing country

  • Solid understanding of best practice in corporate social responsibility, including resettlement

  • Specific expertise in one or more of the following: rural development, communications, government relations or interest-based negotiation/ mediation

  • High level of oral and written communications skills

  • Excellent people and cross-cultural communication skills

  • Strong computer skills
