Program Manager
Asia Foundation
Location: Dili, Timor-Leste

The Asia Foundation seeks a Program Manager for its Timor-Leste office. The Program Manager will provide leadership and manage the Securing Communities through Outreach and Police Engagement (SCOPE) project, including planning, hiring, logistics, representation, fiscal management, and grant management; provide direction, supervision, and evaluation of project staff, and to design, implement, monitor, evaluate, and report on program activities as assigned. The Program Manager represents SCOPE among host government, donors, partner agencies, diplomatic missions, national and international institutions, and the media as assigned.
Experience: Minimum five years of progressively responsible professional experience, or the equivalent, in international development, community policing, conflict management, community development and institutional policy reform working in private, public, bi-lateral or multi-lateral development institutions and non-profit organizations. Experience in research, proposal and report writing, financial and grants management and budget control, strategic planning, fundraising and managing international donor-funded projects.
Education: Minimum of a Masters degree in international development, political science, security studies, law, public administration, anthropology or a related field.
Other: Demonstrated ability in multidisciplinary team management, training of trainers, team building, and supervisory skills; strong analytical and problem solving skills; flexibility, patience, optimism and sensitivity; proven interpersonal, linguistic and intercultural skills. Living and working experience in Timor-Leste, Indonesia, Pacific Islands or the South East Asian region, with knowledge of Tetum and/or Indonesian. Experience of or familiarity with Asia Foundation programs.
