Position: Director, Environmental Conservation Program.

Duration: 18 months (effective July 1, 2010 based on funding in place)

Location: Ulaanbaatar, Mongolia

Summary: The Asia Foundation’s Mongolia office is currently seeking funding support for a three-year environmental conservation program. Based on confirmation of funding, the Foundation is seeking a qualified individual to serve as Project Director for a period of eighteen months.

Background on the Proposed Project: The Asia Foundation will undertake a three-year environmental program that will encourage responsible resource use and environmental conservation by engaging stakeholders and citizens in the development of Mongolia’s mineral sector. The program has been designed as highly integrated with elements of: knowledge building; environmental advocacy; civic engagement; private-public partnerships; water resource management; and environmental education. Its larger goal is to further Mongolia’s commitments and compliance with international conventions on climate change and biodiversity.

The Director is responsible for overseeing, evaluating, monitoring and reporting on the Foundation’s environmental program. He/she will ensure that the project is implemented in a manner that satisfies all programmatic and fiduciary obligations, conforms to the Country Assistance Strategy, and achieves impact. The Director will serve as the principal officer for the overall management of this program, conceiving and implementing strategies that advance its goals while also ensuring the sustainability of its achievements.

The Director will be responsible for regular and intermittent reporting, and for ensuring that all policies, procedures, and relevant regulations are adhered to. He/she will supervise the production of all print materials and ensure that they are delivered in a timely fashion. In addition, he/she will oversee all relevant budgetary and financial responsibilities, ensuring fiscal integrity and consistency with both the approved budget and relevant Foundation and donor policies. The Director will ensure that the program achieves its objectives, as demonstrated by tangible results.

The Director will supervise all staff employed under the program and will work closely with Foundation staff in other offices as well as with a wide array of public, private and non-governmental sector actors. He/she will provide technical assistance to these participants, building capacity and strengthening institutions.

Qualifications: Master’s Degree or advanced degree in a field related to public or environmental policy is preferred. Experience may substitute for an advanced degree. A minimum of seven years of relevant professional experience in managing complex environmental programs..

Candidates must demonstrate the capability to conceive and implement relevant public policy, policy reform, and campaigns to advance policy-related goals. The Director must have good organizational skills, being able to manage several tasks simultaneously while working effectively under pressure. The ability to work in a multi-cultural office environment is required.

Excellent written and oral communication and interpersonal skills are required, as well as knowledge of Word processing and Excel.
