 Need analysis and developing Operational Plan

Scope of work for consultants  

PART – I: BASIC INTRODUCTION ABOUT SHCRC: 

Introduction: 

The SHCRC will be a “One stop shop” on health communication requirements to all the departments in Health and Family Welfare.  

Goal: 

To function as a:

·         Leading Knowledge Management Center on HIV/AIDS and Health Communication

·         By strengthening state response for efficient health communications

·         To create models for replicating the best practices.

 

Major activities: 

 

 

 

 

 

 

 

 

 

 

 

 The key activities of this center will include developing communication strategies, training manuals on communication, providing ongoing technical support in communication on need based, developing research tools, developing proto-type IEC materials, extending support for impact assessment / evaluation and documentation on the communication initiatives. This center will also empanel a team of consultants with different areas of expertise in communication for utilization by each department as per their requirements. This center will also have the facilities such as museum on health, digitized library with internet facility, display of selected IEC materials, exhibition (wall panels), home theatre / audio & video library, discussion / meeting hall and reading tables, store room / facility for keeping IEC materials, helpdesk, catalogue on IEC materials (department / theme wise), research reports, etc.,

 

Note: The above are very suggestive. However, the team may undertake need analysis and suggest specific activities based on the needs identified through a process.

 

PART – II: SCOPE OF WORK FOR CONSULTANTS TO UNDERTAKE NEED ANALYSIS AND OPERATIONAL PLAN:

 

Scope of Work: 

APAC plans to undertake a need analysis and evolve operational plan for establishing SHCRC in Tamil Nadu Health Systems Project (TNHSP) to provide strategic support on communication requirements for all the key departments in Health and Family welfare. The purpose of the assignment will be: 

  • To undertake a need analysis for designing the key functions and activities of the State Health Communication Resource Center.
  • To suggest a plan for collecting, cataloguing and documentation of all IEC materials (print, audio, video) and other communication initiatives undertaken by different departments.
  • To recommend the operational plan along with:

-          Design for the SHCRC

-          Management structure for SHCRC along with human resources required, reporting mechanism, scope of work for each position, monitoring system, suggested key activities need to be undertaken before establishing SHCRC, etc.,

-          Key activities of SHCRC and year wise activity plan

-          Coordination and networking with each department in health and promotional plans

 

The following activities may need to be undertaken by the consultant/s for submitting the report: 

  • Preliminary discussions with APAC team
  • Secondary review
  • Consultative meetings with different key departments in health and undertaking discussions with communication team
  • Discussions with field level communication team available at different levels
  • Facilitating a joint consultative meeting with different stakeholders
  • One to one interactions with senior level officials, state directors, etc.,
  • Developing a draft document on need analysis and operational plan and submitting to APAC
  • Presentation before the team to obtain suggestions and feedback
  • Incorporating the feedback, undertaking needed additional activities, preparing the final document, etc.,
  • Submission of final document as per the requirements of APAC for establishing SHCRC

Other details: 

  • The team may have to undertake visits to the respective departments
  • This may also involve undertaking field visits to the selected district as per the requirements

 Team: 

APAC proposed to involve two consultants as a team to work on this assignment. However, the consultants will work together for collecting information, developing document and sharing it with APAC.

The consultants are responsible for undertaking a need analysis and developing operational plan for establishing and managing the SHCRC.  

The consultants will closely work with Tamil Nadu Health Systems Project (TNHSP) and other stakeholders in health department for undertaking need analysis and operational plan.

The consultants will closely work with the designated officer at TNHSP and formally report to Director – Program Operations at APAC on regular basis as per the requirements.  

·         Technical Skills: 

o   Better understanding on the health programs in Tamil Nadu.

o   Knowledge of the structure and administration of state health departments and their HIV/AIDS programs and policies.

o   Experience in advocacy, coordinating with different stakeholders.

o   Experience in working closely with the Govt. / Govt. related organizations will be an added advantage.

o   Strong experience in communication with research background will be an added advantage:

o   Ability to analyze & interpret reports / documents.

o   Ability to build partnerships with different agencies / organizations. 

·         Management skills: 

o   Capacity to supervise, monitor and evaluate the program.

o   Leadership skills.

o   Ability to take analytical decisions and design evidence based programs.

o   Inter and Intra-department coordination skills.

o   Ability to work with state government agencies, private sector and representatives from various organizations.  

·         Personal skills: 

o   Excellent communication skills - written and verbal.

o   Presentation and Moderation skills.

o   Skills in networking, coordinating, liasoning & advocacy.

o   Computer skills.  

·         Qualification: 

o   Postgraduate in Social Science / Public Health / Journalism / Communication / media studies / Social Work

o   Minimum 5 years of experience in working with health development / HIV programs

 

Preference will be provided to the consultant who has worked with Govt. either directly / indirectly with experience in health / communication 

Note: This will be a short-term assignment. The team should be in a position to complete the activity as per the timeline. The interested consultants will be identified and made as a team for undertaking this activity. The identified consultants should be in a position to work with other consultants in line with the scope of work.  

Period: 

Activity will be undertaken within two weeks from 25th July to 5th August 2011. 

Deliverables: 

1. Submission of comprehensive document along with: 

  • Need analysis for designing the key functions and activities of the State Health Communication Resource Center.
  • Suggestions for collecting, cataloguing and documentation of all IEC materials (print, audio, video) and other communication initiatives undertaken by different departments.
  • Recommending an operational plan along with:

-          Design for the SHCRC

-          Management structure for SHCRC along with human resources required, reporting mechanism, scope of work for each position, monitoring system, suggested key activities need to be undertaken before establishing SHCRC, etc.,

-          Key activities of SHCRC and year wise activity plan

-          Coordination and networking with each department in health and promotional plans 

2. Developing a Power-Point presentation and presenting to the team constituted for this purpose.
