Project Administrative Officer 

The Africa Rice Center (AfricaRice) is seeking a highly qualified Project Administrative Officer at its General Support Staff position level (GSS) to be based at its Station of Saint Louis Ė Senegal. 

Background 

The Project Administrative Officer; is a part of the AfricaRice team.  He/She will perform his/her duties under the supervision of both coordinators of GSR and STRASA projects

About AfricaRice. 

The Africa Rice Center (AfricaRice) is an association of 24 African member states and one of the 15 international Centers supported by the Consortium of International Agricultural Research Centers (CGIAR). The Centerís mission is to contribute to poverty alleviation and food security in Africa, through research, development and partnership activities aimed at increasing the productivity and profitability of the rice sector in ways that ensure the sustainability of the farming environment. AfricaRice is temporarily headquartered in Cotonou, Benin. 

Duties and Responsibilities 

The project Administrative Officer will be responsible for administrative and logistical assignments in close collaboration with the Head of Administration and Finance. She/He will: 

-      Provide support to the Project Coordinators in the day to day project management activities by maintaining a database of project contacts and update them as required.

-      Assist with the administration and organization of meetings and events connected with the project, including training, seminars, and Steering Committee meetings as well as monitoring and evaluation tours. This may include meetings held outside the office/station and to handle the preparation and distribution of relevant documents/minutes.

-      Handle requests and follow up on disbursements of grants/funds for project activities and maintain all necessary supporting documentation for accounting and reporting purposes.

-      Monitor deadlines and reporting dates to alert country project coordinators.

-      Draft terms of references for approved vacant and consultancy positions and liaise with the human resources office in the recruitment process.

-      Prepare drafts of correspondences, as appropriate for the Coordinatorís perusal.

-      Provide administrative and logistical support for country coordinators as well as to other members of the project in the implementation of project-related research activities.

-      In addition to the tasks enumerated above, be prepared to provide any other specified support to the GSR and STRASA teams as and when necessary.

-      Assist with ordering equipment and supplies for laboratories, field work and office use. 

Requirements: 

-      Hold a Masters degree or equivalent degree in Administration and /or project management

-      Have excellent organizational and administrative skills, including the ability to handle a number of tasks concurrently.

-      Possess IT skills in the use of Microsoft Word, Excel, PowerPoint, Outlook and internet Explorer, have experience in organizing, coordinating and administering logistics for events.

-      Have good oral and written communication skills in either English or French and a working knowledge of the other.

-      Have the ability to work under minimum supervision and be proactive as well as being able to work in teams.

-      Be willing to travel extensively within the sub-region.

-      Knowledge/experience in working in a multidisciplinary and multicultural environment will be an asset.

This is a regionally-recruited position and the appointment is for two years with possibility for renewal.
