Project Summary
The AED Center for Global Health Communication and Marketing (CGHCM) works to bring about positive changes in the actions of individuals, communities, and institutions that will improve the health and well-being of vulnerable populations around the world. Through bilateral funding from USAID/India, AED’s India BCC-IHBP project will focus on institutional strengthening for health communication at the national level and also in the state of Uttar Pradesh. The project will use evidence based approaches to design BCC strategies for program elements, i.e., HIV/AIDS, TB, MCH and FP/RH that reach to the community level and focus on individual and social change. Through advocacy and other community interventions, vulnerable communities will be empowered to address many health issues such as stigma, gender and rights.

Position Summary
The SBCC Specialist, based in Delhi, will bring Social and Behavior Change Communication (SBCC) knowledge and experience through Technical Assistance and capacity building to support the achievement of the project’s key results at the national level as well as in Uttar Pradesh. S/he shall work with various project partners and the Ministries of Government of India (MoHFW, NACO and MoWCD), involved in the project to coordinate SBCC strategy design, implementation, and social monitoring. S/he shall be a SBCC design and content development specialist and work in close co-ordination with the SBCC team in Delhi. Supportive supervision to the SBCC component implementation would also be required at the state level in Uttar Pradesh. The position reports directly to the Chief Technical Advisor (SBCC) at Delhi.

Essential Job Functions
Specific responsibilities include but are not limited to:
• Assisting preparation of SBCC component of the project’s work plans
• Providing assistance to designing and implementing effective SBCC plans and strategies for national level, consistent with the project Award Monitoring Plan (AMP)
• Participating in and facilitating activities such as the –
o Support to ISA team in integrating SBCC-specific capacity building content at national and state levels
o Assessment of effectiveness of existing SBCC materials and identify need for revision or creation of new messages and materials
o Identification of short term technical assistance needs and preparation of draft RFPs for inviting agencies as per project requirements
o Use of participatory techniques for BCC message development, development of messages and prototypes in print, audio-visual, radio and new media communication channels
o Innovations in use of community radio, ICT tools, new media communication channels and training methodologies for BCC
o Review of grants applications and during their implementation provide mentoring for BCC message development inputs
o Drafting timely reports and evidence based feedback detailing the performance of the SBCC team
o timely documentation of the activities assigned and consistently following up the deliverables with the respective implementing agencies
• Providing technical support to central Government and national nodal organizations to –
o Roll out state level SBCC strategies and work plans
o Plan, design, and implement BCC campaign specific materials for program elements in the project areas
o Design, pre-test and produce job aids for frontline workers, including IPC and mid media tools
o Use of participatory techniques for BCC message development, development of messages and prototypes in print, audio-visual, radio and new media communication channels
o Strengthen national government and civil society initiatives for improved community mobilization, social audits and social accountability
• Participate in preparing quarterly and annual reports as requested by AED /HQ.
• Working in close coordination and supporting the other SBCC Specialist at Delhi in activities as required.
• Performing other duties as determined by the CTA (SBCC), DCOP or COP

Qualifications
The ideal candidate will hold the following qualifications:

Essential
• Masters degree in communication, journalism, mass communication or an equivalent degree from a reputed university/ institute
• Minimum eight years of relevant working experience in the following areas –
o Designing, pretesting and evaluating BCC messages an materials, preferably using participatory technical, across media channels
o Designing, developing and implementing capacity building strategies and tools for policy makers, program managers, government functionaries and community
• Familiarity with NRHM, NACP-III and/or RNTCP
• Additional experience of/ in
o Working in/with Government departments (Health and Family Welfare, SACS and/or ICDS), preferably at national level
o Facilitating IEC/BCC training workshops and events at national, state and district level in MCH, TB, HIV/AIDS or family planning with international development programs
o Budgeting, media monitoring and evaluation of IEC/BCC activities
o Designing RFPs, facilitating formative research for communication /training need assessment, process and impact studies
o Event documentation and evidence based reports
• Excellent interpersonal and communications skills in English and in Hindi, including writing skills in English.
• Experience and a high degree of competency using Windows-based computer programs.
• Willingness to travel within and outside the country as per project needs.

Desirable
• Experience of message/ content development workshops with Government and NGO partners
• Knowledge of local UP dialects shall be an asset.
• Familiarity with film and radio production techniques
• Mentoring and team building skills
• Experience of working with USAID funded projects
• At least 2-3 years of experience of working in Uttar Pradesh or EAG states
• Excellent communication, networking and team management skills
• Ability to write and type in Hindi fonts
