Chemonics seeks a short-term expatriate public administration consultant for the USAID- funded Palestinian Authority Capacity Enhancement project. The consultant will be based in Ramallah with occasional visits to universities and other stakeholders throughout the West Bank and East Jerusalem. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
The duration of this assignment is approximately three weeks during July 2011.
Responsibilities include:
• Conduct a preliminary review of current and planned public administration programs at Palestinian universities
Provide recommendations for assistance from USAID and other donors
QUALIFICATIONS: Advanced degree in public administration or public policy required; doctoral degree preferred; Minimum six years experience in leading development of university degree and non-degree programs in these areas; Recognized leadership in area of expertise; Experience working in the Arab world or other developing countries building and reforming the civil service; Knowledge of USAID project management rules and regulations; Experience designing donor-assistance programs preferred; Demonstrated leadership, integrity, and versatility; Fluency in English required; Arabic language capability a plus
