Project Summary
The AED Center for Global
Health Communication and Marketing (CGHCM) works to bring about positive
changes in the actions of individuals, communities, and institutions that
will improve the health and well-being of vulnerable populations around
the world. Through bilateral funding from USAID/India, AED’s India BCC-IHBP
Task Order will focus on institutional strengthening for health
communication at the national level and also in the state of Uttar
Pradesh. The project will use evidence based approaches to design BCC
strategies for HIV/AIDS, TB, MCH and FP/RH that reach to the community
level and focus on individual and social change. Through advocacy and
other community interventions, vulnerable communities will be empowered
to address many health issues such as stigma, gender and rights.
Position Summary
The Finance Manager will
work to support the project state office located in Lucknow and project
district offices in Uttar Pradesh. This person will lead the Finance &
Admin team at the Lucknow and District Offices of BC-IHBP. The UP State
Project Director will be the Administrative Supervisor and Director
Finance & Administration at National office will be the Technical
Supervisor for this position. S/he will be responsible for providing
supervision and guidance on all financial matters to the State and
Districts offices as per project and AED norms and policies.
Essential Job Functions
Specific responsibilities including but not limited to:

Selection , finalization and
periodical review of vendors for project supplies.
·
Reviewing the financial records,
vouchers and other financial transactions relating to the Lucknow State
office and all the district offices.
·
Preparation of monthly, quarterly
and annual financial reports
·
Preparation and consolidation of
State and District offices’ monthly Fund forecasting
·
Preparation and consolidation of
State and District Annual and program budgets
·
Preparation of variance reports on
the actual Vs budget expenditures.
·
Liaison with the national and
district offices on financial management.
·
Supporting National Office as
required in handling payroll , TDS and tax returns for the UP State
office and districts offices.
·
Liaison with banks and conduct
banking transactions as required
·
Monitoring the expenditures to ensure that program
funds are utilized appropriately by the close of the fiscal year.
·
Ensuring that all financial reporting is completed on
time and submitted to National office.
·
Overseeing the financial audits of the state and
district project offices.
·
Providing
financial inputs for project management, human resource management
policies, logistics, travel and other areas of administration
·
Coordinating
with National Office team in all aspects of financial management
·
Ensuring all
financial/legal compliances & AED Policies are strictly adhered to.
·
Providing
guidance and supervision to the Grants Manager, Office Manager and
Finance Officer .
·
Training of project staff at State
and District offices in financial norms and donor requirements
Supporting Project Director
(UP) in Finance/Administrative/Logistics responsibilities as required.
Qualifications
The
ideal candidate will hold the following qualifications:
Essential
-
Qualified CA/MBA in Finance required
-
8-10 Years Financial experience
with 3 - 4 years experience as Finance Manager for a large donor
funded project, preferably USAID
-
Experience in financial
accounting work in Tax laws , FCRA & INGO
-
Computer knowledge in
Tally, MS office, Internet, expert MS Excel knowledge
-
Fluency in written and spoken English.

Strong organizational skills, ability to manage many tasks
simultaneously and ability to work under time pressure.Strong teamwork
and interpersonal skills.

Willingness to undertake travel as required.
Desirable

Knowledge of Quick Books Accounting Software

Experience of working with USAID funded projects
