SPECIFIC PROCUREMENT NOTICE FOR THE SENIOR EDUCATION TECHNICAL ADVISOR TO THE MINISTER OF EDUCATION MCAN/COM/RCQ/1F01002
 

The Republic of Namibia has signed a grant funding agreement, the Millennium Challenge Account (MCA) Namibia Compact, of US$304.5 million with the Millennium Challenge Corporation (MCC), an Agency of the United States Government, to enable the Government of Namibia to implement the MCA Namibia Programme and achieve the objectives of the Compact. MCA Namibia, a programme implementation unit of the National Planning Commission, will use a portion of the grant funding for the acquisition of Goods, Works, and Services.

The purpose of this Specific Procurement Notice (SPN) is to alert interested individual consultants that a Request for Consultant’s Qualification (RCQ) for the Senior Education Technical Advisor to the Minister of Education will be posted on the MCA Namibia website www.mcanamibia.org  on 30 September 2010. Eligible consultants are encouraged to submit their qualifications in response to the above RCQ to MCA Namibia.

Following is a brief summary of the consultancy:

  • Technical Advisor to the Minister of Education to assist to implement education sector policies towards strengthening the Ministry of Education’s programme implementation mechanisms; and
  • to create a demand responsive and results oriented education system.

The successful Consultant shall fulfill the following qualifications requirements:

  • Advanced university degree in Education, Development and Policy Studies, Economics, Public Policy, Management Science or other education development related areas or equivalency.
  • Minimum 10 years of experience in educational management and administration, instructional design or change management.

The detailed requirements towards consultant’s eligibility and qualifications are contained in the RCQ. Prospective Consultants interested in submitting a proposal should download the RCQ from the MCA website and submit an e-mail, giving full contact details of the prospective Consultant to hshikongo@mcanamibia.org

Proposals responding to the above RCQ are to be submitted no later than 13h00 on 18 October 2010 to the address indicated on the advert.
