NUMERACY & QUANTITATIVE SKILLS TRAINING PROGRAM
Call
for Expression of Interest (EOI)
The Planning and Financial Management Capacity Building Program (PFMCBP) of
the Ministry of Finance, Government of the Democratic Republic of Timor-Leste,
invites suitably qualified and well experienced consultants to express
interest in delivery of its Numeracy & Quantitative Skills Training Program.
This initiative will be executed through the PFMCBP’s Professional Development
Program (PDP) over a period of ten months, with commencement expected in early
September 2010. The PFMCBP is a five-year technical assistance program
administered by the World Bank.
The Numeracy and
Quantitative Skills Training Program aims to develop broad based institutional
numerical competency according to the following initial targets

This Program shall also develop at least ten Timorese National numeracy
trainers during its initial nine seven and subsequently practically apply
these to increasing and accelerating productive outputs.
Project delivery is to be undertaken by a coalition of mathematics teachers
and training staff which shall include a numeracy training trainer, with
progressively building the capacity of National Numeracy trainers during the
last nine months of the program. Accordingly, interested national and
international parties are strongly encouraged to secure a coalition partner in
or with direct recent relevant experience working in Timor Lest.
To be eligible for short listing, coalition partners must provide a formal
expression of interest containing the evidence of the following
a.
Company or personal
profile for each coalition partner and the leading partner for this contract.
b.
Mathematics teachers –
Professional Qualification relevant to numeracy training; 10 years teaching
experience including significant adult numeracy learning programs and training
materials interpretation/ preparation, preferably with knowledge of one of
Timor Leste’s national languages
c.
Numeracy trainer of
trainers – as above, with at least five years proven track record in trainer
training
d.
Proof of qualifications,
former/ current client performance references, developing country experience,
training commissions successfully completed in last five years; registered
training provider certification in country of domicile and relevant experience
for an assignment of this nature.
e.
National project
managing partner – proven experience/ ability for adult learning program
management; specific experience in numeracy/ literacy training and base level
assessment; competency based training/ assessment management & delivery;
business skills for program financial management and trainee administration.
Capacity to source candidates suitable for trainer training. Project manager
with significant previous successful long term, large scale training project
experience in Timor Leste. Business registration, ownership certificate & TIN
