EXTENDED TERM CONSULTANT 

The Health, Nutrition, and Population Unit (SASHN) of World Bank India Office, mapped to the Human Development Department of the South Asia Region (SASHD), seeks to recruit an Extended Term Consultant for providing operational support to specific lending and supervision tasks of the Health, Nutrition and Population Unit at the New Delhi office. The Extended  Term  Consultant  will be part of a vibrant team of professionals comprising public health experts, economists, and operations staff who manage a robust portfolio of lending/non-lending tasks and analytical pieces of work, key to the development agenda, with commitments totaling $2 billion. The incumbent will be competitively recruited on a one year consultancy extendable to the second year subject to exemplary performance. 

Duties & Responsibilities 

The  Extended Term Consultant will provide operational and implementation support to the India Health, Nutrition & Population portfolio. Specifically, She/ He will  

§   Support Task Team Leader (TTL) in all tasks related to preparation of a project including development of project concept note, preliminary project costs, risk assessments, results framework etc.

§   Guide task team on applicable operational guidelines and procedures.

§   Monitor project implementation (procurement, FM, safeguards compliance, legal covenants and disbursements) in close consultation with clients and specialist staff mapped to projects.

§   Ensure service standards in responding to client/partners on project related issues.

§   Plan missions and in consultation with TTL ascribe roles and responsibilities to team members.

§   Participate in missions, discussions with clients and support TTL in documenting implementation progress by way of reports and other formal communication.

§   For HQ-based TTLs, assume responsibility of in-country point person for clients/ partners.

§   Provide any necessary information and support to review/evaluation panels.

§   Review progress reports, studies shared by the Client and facilitate response from appropriate authorities, where required.

§   Assist in the preparation of restructuring packages. 

The position of  Extended  Term Consultant entails travel to the field during missions or when required by the TTL.

 Selection Criteria 

§   Master’s degree in social sciences, public policy, international development, public health or other relevant field – OR – equivalent combination of education and experience.

§   Minimum 5 years of relevant experience.

§   Proven ability to support teams in the design, preparation and implementation of projects.

§   Experience in India’s HNP sector and knowledge of government structures and counterparts.

§   Knowledge and demonstrated experience in applying World Bank operational processes and procedures, and knowledge of fiduciary requirements under Bank lending is an added advantage

§   Strong client orientation with commitment to results.

§   Capacity to interact effectively with a range of stakeholders at various levels within and outside the Bank.

§   Demonstrated experience as a self starter with the ability to work with limited supervision in a multi-cultural team.

§   Strong organizational skills and capacity to multi-task, independently adjusting priorities to achieve results meeting deadlines.

§   Strong verbal and written communication skills.
