Middle East/North Africa Regional Coordinator
Reporting To: Global Programme Manager
Contract Length: 1 year with an initial two month trial period renewable dependant on
performance and funding.
Salary: Negotiable
Location: Cairo, Egypt
Start Date: July 1st 2010 or ASAP


The World AIDS Campaign (WAC) is a global coalition of national, regional and international
civil society groups united by the call for governments to honour their AIDS commitments
under the slogan “Stop AIDS. Keep the Promise”. The organisation is governed by a steering
committee of global constituency-based networks and supported by a team of professional
staff based partially in Cape Town, South Africa and partially in Amsterdam, The Netherlands,
and in other locations around the globe.


Pursuing its vision of “a world where all people benefit from equitable and sustainable access
to HIV prevention, treatment, care and support, and where the dignity, quality of life and rights
of everyone living with or affected by HIV are upheld”, the World AIDS Campaign has
prioritised the MENA region for targeted support that focuses on building HIV-focused
campaigning, advocacy and lobbying. In light of this the WAC will initiate a one year project
funded by Oxfam Novib that will initiate work towards the achievement of the following longer
term objectives of the work in the region:


1. A sustainable multisectoral/multistakeholder country-based partnership towards
necessary HIV focused law reform, policy and practice has been developed and/or
strengthened;
2. Civil society in the region acts in a more coordinated and strategic way, nationally and
regionally, to achieve campaign aims;
3. Increased involvement of PLHIV in national and regional processes.
The World AIDS Campaign (WAC) would like to employ a Regional Coordinator to implement
and develop the above mentioned project; funding is initially for one year. Their role will be to
manage and coordinate delivery of WAC’s Global Programme in the Middle East/North Africa
region in accordance with Global Programme Team plans and donor obligations, including:
• Preparation of work in four countries in the region and arrangement for
employment of in-country
• consultants to assist with preparation and planning of events;
• Management of the local consultants employed to organize the campaigner
events;
• Development of arrangements with partner organizations;
• Development and maintenance of regional partnerships
• Media liaison;
• Production of a regional strategy in collaboration with other WAC
staff and regional partners within six months of starting the
position, on the basis of which future fundraising can occur;
• Initiate and coordinate fundraising and liaison discussions with
relevant Cairo-based/regional
• embassies, OPEC Foundation, the Arab League, global Islamic bodies and the
Gulf Cooperation Council; and
• The provision of advice on campaign strategies and tactics in the region.
In delivering the above, to focus in particular on the needs of PLHIV, key populations, women
and young people, and on the development of broadly based campaigns engaging multiple
constituencies; and to create and sustain an MENA wide overview.
To manage staff employed to deliver all or part of the above in MENA at a national or regional
level, and staff employed to deliver services MENA wide.
To provide advice to the Global Programme Manager on matters pertaining to HIV and AIDS
and civil society campaigning in the MENA context.
To liaise with civil society, sector-based and governmental interests at district, national and
regional wide level in MENA to progress the cause of Universal Access and the delivery of
MDGs in the context of HIV and AIDS.
To develop and sustain a relationship with the full range of regional media.


In addition the position will include contribution to the organisational development of the World
AIDS Campaign:
o to work in collaboration with diverse World AIDS Campaign programmes and staff to
ensure strong linkages;
o to contribute to fundraising for the sustainability of the position of the WAC MENA
Regional Coordinator and for resources required to support more effective campaigning
and mobilisation in the region;
o to manage and control budgets relating to the WAC Global Programme’s MENA work; -
to contribute to annual planning, development and monitoring & evaluation of the
MENA programme; to manage and contribute to donor reporting and proposal writing;
and
o to undertake any other activities as required by the Global Programme Manager.
 

Profile and Qualifications
At least three years of experience in the area of HIV and AIDS Knowledge of HIV issues in the
MENA context Knowledge of civil society campaigning and its role within the HIV sector
Reasonable understanding of laws and policies, and how they are formed Knowledge of the
NGO sector, particularly in the MENA context Excellent communication skills Strong writing
skills Proficiency in English both written and spoken Proficiency in Arabic both written and
spoken, French an advantage

environment Computer skills, including internet navigation and various office applications
Willingness and ability to travel and work outside regular business hours when necessary
