Terms of Reference
Background
The Water and Sanitation Program (WSP) is an international
partnership administered by the World Bank to help the poor gain
sustained access to water supply and sanitation services. Additional
information about WSP can be found at
www.wsp.org.
In rural sanitation, WSP is supporting the National, State and District
Governments in implementing the Total Sanitation Campaign (TSC), a
national program to increase access to rural sanitation. Additional

WSP support for TSC includes the promotion of a Community
Led Total Sanitation (CLTS) approach, which envisages the creation of
open defecation free rural areas by empowering communities to change
their own sanitation status. Under this approach, WSP provides support at
the national and state levels to create/strengthen an enabling policy
climate. At district level, the focus is on strengthening capacities to
mobilize communities using participatory approaches. Various activities
like stakeholder workshops, orientation programs, cross visits, training
of trainers, and follow up handholding support is provided to states and
districts, some of which are undertaken by outsourcing to consultant
firms.
At state level, WSP works on a demand based approach and
at present the engagement is underway in states like Madhya Pradesh,
Himachal Pradesh and Meghalaya. It is proposed to extend this engagement
to states that are classified as lagging states by the Government of
India and potential states include Rajasthan, Uttar Pradesh and Bihar.
Capturing the learning from the field and using this to build capacities
at different levels is a key component of the rural sanitation work
program. Therefore it is proposed to contract a documentation consultant
to support this activity.
Key Responsibilities
The key responsibilities of the STC are as follows:

Support
the learning agenda of the rural sanitation work program by taking the
lead in primary and secondary data collection, analysis and
presentation
-
Facilitate
sharing of information across districts and states through developing
knowledge products in different formats (AV, print, electronic)
-
Undertake
studies and documentation on topical issues related to achievement of
rural sanitation outcomes and its sustainability.

Support
design and roll-out of assessments and studies through consultant firms
(who will be selected by WSP administration,
STC has no influence over this selection).

Repurpose
information from technical reports to produce short fliers,
presentations, FAQs, posters etc ready to print for sharing with
clients
-
Coordinate
with the technical and communications team to manage document design,
layout and printing in accordance with WSP Visual Identity Guidelines.
This will involve liaison with rural sanitation team members and
individuals from partner organization for comments, changes, logos,
captioned pictures, disclaimers and TTL/TM approval at each stage.

Key
Competencies
-
A
postgraduate degree or equivalent with at least 5 years experience
-
A sound
understanding of key operational and institutional issues in the Indian
rural sanitation sector
-
Excellent
qualitative and quantitative data analysis skills. Familiarity with
Excel and SPSS is a must.

Demonstrated skills and experience in undertaking analytical work and
survey based studies
-
Ability to
interact and network with government officials and other stakeholders
at all levels.

Fluency in
English; ability to speak, read and write Hindi is desirable.

Report to
the C Ajith Kumar, Task Team Leader at WSP Delhi and coordinate with
other members of the team as required

with WSP staff members and consultants
Duration
The duration
of this assignment is 50, beginning on signing the contract until 30 June
2011. In one financial year (July-June), the total number of days of
hiring will be restricted to 150 days. The consultant will be paid, upon
presentation of invoices and contingent upon timely submission of agreed
deliverables. Actual travel expenses for all pre-approved travel will be
reimbursed upon submission of receipts.
