Departmental Structure and Position of the Role:

Purpose
of role:
As a
member of the senior management team the Financial Controller plays a
pivotal role within the Brooke and has specific responsibilities to
ensure that the charity’s resources are managed to a high level and
with the utmost propriety. He/she will also be responsible for
developing and coordinating the strategic financial direction of the
Brooke.
The
Financial Controller will take the lead in advising the senior
management team and Board of Trustees on all financial matters,
managing negotiations and other appropriate relationships, including
suppliers/customers, and in particular be responsible for the
following;
o
Work towards the achievement of the Brooke’s goals in the
country/regions of operation through effective financial management.
o
Overall management of the Charity’s accounts ensuring compliance and
sound financial management of all income and expenditure both at the
Brooke Headquarters, field branches and at partner organisations.
o
To lead and manage the Finance Team
o
Provide financial guidance to the senior management team and other
managers on financial matters including budgets, reporting, financial
controls and finance systems
o
Establish and maintain a good working relationship with Brooke UK and
in particular the Brooke UK Finance Team.
The role
requires extensive travelling to all entities of the organisation,
including Nepal and occasional international travel.
Key
tasks and responsibilities:
Financial Control
·
Ensure that rigorous financial control is applied throughout all Brooke
operations, including partners and branches, ensuring that appropriate
policies, financial controls and procedures are in place to control
expenditure and income.
·
Ensure financial policy, systems and guidelines are disseminated,
understood and adhered to by all units.
·
Ensure the accuracy and relevance of the financial records.
·
Monitor performance of any investments and cash deposits and ensure
that the Brooke has adequate cash to meet its on-going commitments.
·
Keep all financial systems under regular review to ensure the effective
use of the available tools.
·
Document and improve financial processes where appropriate to ensure
effective use of resources and best practice
·
Develop financial reporting tools.
·
Ensure appropriate and effective controls operate over all material and
financial assets of all entities of the organisation.
Statutory Accounts
·
Prepare the annual statutory accounts ensuring they meet all statutory
and best practice accounting requirements.
·
Manage relationships with external auditors and ensure the audit and
statutory accounts are completed in an efficient and timely manner and
filed with the authorities on a timely basis.
·
Ensure compliance with all relevant legislation and regulations,
including completion of all tax returns.
Direct
Units and Partners
·
Advise, support and train the finance staff of the direct and partner
units of Brooke India.
·
Manage the internal audit of financial controls of the Brooke’s units
and partners.
·
Ensure adequate financial monitoring of units and partners, including
reviewing of budgets and quarterly financial reporting.
·
Assist in the set-up of new partnership agreements and units.
·
Document and improve financial processes of the Brooke’s units and
partners to ensure the effective use of resources and best practice.
·
Visit units and partners to provide support and guidance as required.
Management information
·
Manage all aspects of management reporting within the organisation and
ensure accurate, timely and appropriate information, including
management accounts, is delivered by the Finance Team.
·
Manage the annual budget process including preparation of the budget
pack for approval by the Board of Trustees
·
Present financial information to the Senior Management Team and the
Board of Trustees.
·
Provide regular forecasts of income and expenditure to management and
trustees as required.
·
Provide advice to other departments on financial and tax issues.
·
Provide ad-hoc management information to assist decision making
·
Assist in the development of the Brooke’s strategic plans.
Risk
Management
·
Owns the organisational risk management process using the online
Charity Magique tool, providing training and support as necessary to
managers.
·
Preparation of the risk management papers for the Senior Management
Team and Board of Trustees for annual review.
·
Support to branches and partners in their risk management processes.
·
Ensure the safety standards for personnel and assets are met with
regard to security of premises, insurance, storage and safety measures.
People
Management
·
Management of the finance team as the line manager
·
Ensure finance staff perform their functions efficiently and
effectively, fully complying with the Brooke’s systems for recruitment,
job descriptions, work planning and supervision, appraisals,
performance reviews and learning and development.
General
·

organisations. The Brooke was founded in 1934 by Dorothy Brooke, who
had been shocked at the plight of ex-war horses, sold into hard
labour in Cairo's
streets. She bought 5,000 of these horses - and went on to set up a
free veterinary clinic. From that beginning,
the Brooke

improving the welfare of working horses, donkeys and mules.

animals form the backbone of the economy in many developing countries,
supporting countless poor communities where many people earn less than
a dollar a day. One working horse or donkey can enable a poor owner and
their family, on average six people or more, to survive – so we
estimate our work also benefits over 4 million people.

mission is to work directly and through partners to do whatever will
most improve the welfare of working horses, donkeys and mules through
the alleviation of existing suffering and the development of better
welfare practices and facilities to prevent and reduce suffering in the
future.
The Brooke’s mobile vet teams and community animal
health workers, and our partner organisations worldwide, provide free
treatment to animals and train animal owners, local healers, farriers,
saddlers, feed sellers, harness and cart makers – so making a

with Bristol University Veterinary School.
We also raise awareness in the wider community of these
