TERMS OF REFERENCE
Project background:
India has nearly three million small and medium enterprises (SMEs) which
constitute more than 75 percent of the total number of industrial
enterprises in the country. According to estimates by the Indian
Institute of Foreign Trade, approximately 60 percent of the country’s GDP
comes directly or indirectly from SMEs. The 2006 Integrated Energy Policy
Report of the Planning Commission noted that lowering the energy
intensity of GDP growth through higher energy efficiency is an important
element for meeting India’s future energy challenges and ensuring its
energy security. Currently, India consumes 0.16 kg of oil equivalent (kgoe)
per dollar of GDP expressed in purchasing power parity terms, and its CO2
intensity per GDP (adjusted for PPP) has shown a slight decline over
time. Numerous sector-specific studies have confirmed that energy
intensity in industry can be further reduced with the widespread adoption
of commercially available technologies to improve energy efficiency,
producing significant aggregate impacts and global benefits from reduced
emissions of Greenhouse Gases, and that there is an especially high
unrealized potential for improvement in the Indian SME sector.
To enhance synergies and improve effectiveness of the Global Environment
Facility (GEF) portfolio of programs, the World Bank took the lead in
working with the GOI, key Ministerial stakeholders, and GEF implementing
agencies (UNDP, UNIDO) to develop a Programmatic Framework for Energy
Efficiency (EE) in India, which defined a wide program of assistance for
GEF support to the GOI under the current Resource Allocation Framework
for India. This Programmatic Framework aims at increasing market
penetration of energy efficient technologies in buildings, SMEs and
railways through implementation of five distinct GEF projects, including
this Financing EE at SMEs Project. The programmatic framework was
approved by the GEF Council in 2008.
The major part of roles and responsibilities relate to development and
coordination with media agency for media and marketing outreach facility
– so that it supports effective overall implementation of BEE-GEF-WB
program. This position would report to the Knowledge Management
Specialist (KMS) at the BEE PMU, and would coordinate with the BEE-GEF
Project Management Unit (PMU) to provide oversight of media, knowledge
management component and communication strategy for the BEE-GEF program
and effectively support BEE’s larger national program and action plan on
energy efficiency.
In close coordination with the media agency, this position would also
help establish a meaningful dialogue with the concerned stakeholders and
would provide an opportunity to the BEE- PMU to effectively communicate
program objectives to various stakeholders.
Broad objectives for the position would include preparation of media plan
and awareness program, national level marketing and awareness building
activities, information dissemination through web based sources,
establishment of hotline, information referral advice via the proposed
hotline, advertise in the electronic and newspaper media for awareness
program, etc.
The position would facilitate information and knowledge dissemination to
effectively communicate the energy efficiency related messages and GEF
project and program objectives.
Key
functions for the various components of the BEE-GEF Program would include
the following;
1. In
coordination with Knowledge Management Specialist, develop and support
implementation of marketing, communication and multi-media strategies for
the GEF funded programs.
2. Develop EoI,
ToRs for media agency and supervise key deliverables of the BEE-GEF
Program.
3. Develop
content for website, workshops and training programs to effectively
disseminate GEF program objectives, key results and performance
measures;
4. Assist
Knowledge Management Specialist in preparation of GEF reports, best
practices, lessons learnt and program coordination activities with other
key stakeholders;
5. Coordinate
development of outreach strategy and communication material to
effectively enhance engagement with various international, national and
industry stakeholders;
6. Support
updating of websites, intranet, databases and knowledge management
systems;
7.
Facilitation of knowledge building and sharing for GEF program activities
with key stakeholders such as industry, Ministries; Govt. agencies and
development partner agencies;
8. Facilitate
development of GEF program awareness activities through energy efficiency
messages, dissemination of information, organization of workshops,
including briefing materials and press releases as per BEE’s mandate;
9. Coordinate
effective stakeholder communication as per the particular GEF program
requirement;
10. Coordinate
maintenance of information database, photo and video libraries, and
support linkages with other websites such that of BEE and MSME;
11. Support
implementation of website promotion strategy among steering committee
members and external stakeholders;
12. Assist in
development of ‘HOT-LINE’ for effective communication and outreach in
SMEs.
13. Develop
films through media agencies on case studies in SMEs and dissemination
thereof.
Essential
Qualifications
1. Current
experience of working in energy and environment sector with particular
focus on climate change, energy efficiency, GHG reduction strategies;
2. Knowledge
of how to present information to different set of audiences/general
public, media;
3. Experience
of working with various development partner agencies including UN
agencies;
4. Hands-on
project management related experience of working in/with central
government, state government and local /industrial agencies;
5. Hands-on
experience of developing media and outreach activities, press releases,
multi-stakeholder coordination;
6.
Post-graduate qualification in related field and minimum five years of
program management experience;
7. Very strong
writing and communication skills.
Desirable
Qualifications
1. Web based
designing, and coordination of media outreach activities, developing
press releases, information and awareness material, Hot-Line
establishment;
2. Knowledge
of BEE and related GOI programs;
3. Proven
ability to effectively manage media and stakeholder relationships.
The consultant
will be paid a lump sum amount based on similar assignments of Government
of India funded by multi-lateral agencies. No other sum, apart from the
consultancy fee, will be payable. Travelling expenses on actual, based on
rules and regulations of GOI/BEE will be admissible for tours authorized
by the competent authority in BEE.
Consultancy
Arrangement
The consultant
will be paid a lump sum of Rs 80,000 per month with an annual increase,
based upon performance, of 5%. The contract is for an initial period of
1yr extendable by a maximum of 2 years. The consultant will be provided
all infrastructure and logistic support as per BEE rules.
