ADB seeks qualified professionals to fill this vacancy in its Department of External Relations (DER):

Communications Specialist (Development Communications), Re-advertisement

Job Purpose:
In line with ADB’s Public Communication Policy (PCP), focus on developing and recommending strategic approaches for scaling up and improving the effectiveness of development communication for priority projects and initiatives. Oversee development communication support for select projects. Oversee preparation and implementation of development communication strategies. Oversee research, development, and production of development communication tools/materials. Undertake capacity building on effective development communication with stakeholders. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Immediate Reporting Relationships:
The position reports to: Director, Department of External Relations
The following staff positions report to the Communications Specialist (Development Communications): National Staff and Administrative Staff

Relevant Experience and Other Requirements:
Specific criteria include
• Suitability to undertake the responsibilities mentioned above at the required level
• At least 8 years' relevant experience, including at international level
• Proven experience in coordinating and overseeing the implementation of development communication interventions.
• Understanding of (and training/education in) current developments in the field of communication for development theory, strategic communication planning, formative research and evaluation of development communication interventions
• Technical knowledge of quantitative, qualitative and participatory research methodologies and analysis desirable
• Experience training in development communication, strategic communication planning, formative research, etc.
• Strong leadership and supervisory skills
• Excellent oral and written communication skills in English
• Demonstrated ability to write technical documents clearly and concisely
• Strong analytical, negotiating, communication and advocacy skills
• Consistently applies creativity and independent judgment to work
• Performs work independently in own field of specialization, and equipped with knowledge and experience of multiple communication disciplines.
• Experience in managing staff from diverse backgrounds
• Ability to manage, mentor and prioritize staff and managing complex relationships
• Strong interpersonal skills and recognized as a team player
• Demonstrated management skills and proactive working style
• Experience in public affairs a plus



Education Requirements:
A university degree in Development Communication or related fields (Social/Behavioral Sciences); relevant degree at the post graduate level strongly preferred. Experienced in planning and implementing development communication strategies for international organizations.
