SCOPE: Oversees Federal, State, Local, Overseas and Private grants submitted by World Relief, and maintains consistency with corporate policies. Reviews and approves all grant applications, making sure all inputs and budgets are correct, complete and meet application requirements. Ensures that spending of grant funds is in compliance with the grant contracts, and that the reporting of these funds is in compliance with grant reporting requirements. Monitors all aspects of compliance with Federal OMB circulars pertaining to the agreements. This position is responsible for providing analytical and operational support within the Finance department to serve company-wide needs regarding the administration of the Grants Management process including review of budgets and budgeting for these grants.


• Responds to queries from Program, Marketing and senior management relating to grant expenditures, budgets, spending and carry over balances.
• Coordinates with Program departments in preparing interim forecasts of program activity for input to grant budgeting and cash flow analysis.
• Monitors and reconciles and communicates information about grant carry-over spending and project balances.
• Maintains corporate guidelines, policies and procedures for grant financial management and compliance
• Reviews and approves documentation in conjunction with other members of the Grant Review Team.
• Reviews all new grants, contracts and cooperative agreements and their amendments; negotiates terms and conditions as needed. Prepares analyses of requirements to ensure full understanding.
• Assists Program to provide necessary information for requests for approvals of extensions and revisions to grants, contracts and cooperative agreements.
• Establishes & maintains contact with financial management units of contracting agencies to ensure smooth financial management of awards.
• Serves as point of contact for assistance with contractual, financial and compliance issues related to incoming grants.
• Works with all WR offices and partners to ensure they have the capacity to handle grants in all programmatic and compliance aspects. Provides advice on compliance as managers plan new grants. Modifies WR procedures to comply with changes in grant regulations.
• Reviews ongoing grants administration to ensure program and financial compliance through desk reviews and WR audits.
• Documents, maintains & ensures compliance with all internal control procedures for all grants.
• Uses information from internal accounting systems to prepare periodic financial reports required by US government grants. Supervises preparation and submission of compliance-related documents to donor institutions.
• Stays abreast of government grant regulation and requirements, track and monitor changes and interpretations of Federal, State Local, Private grant regulations.
• Identify areas of organizational risk or non-compliance and address these areas in a timely manner.
• Maintains ongoing review of grant expenditures and reporting, to ensure WR grants are in compliance with established procedures. Prepares projections of spending to ensure that grants and matching spending are not exceeded, with a particular focus on the multi-year grants and grants that span fiscal years.
• Works with Nicaragua team to maintain master grant files with original agreements and copies of all modifications, correspondence and reports. Manages the organization’s letter(s) of credit with the federal government, do grant drawdowns and disbursements.

• Provides SF-269s, SF-272s, Financial Close-out reports, etc and assures meeting all government reporting requirements for Federal Grants and Pass-thrus.
• Evaluates and monitor contractual performance.
• Disseminates contract and grant information to relevant staff, provides regulation interpretation, advices and guidance during project proposal implementation stage.
• Ensures proper close-out procedures and documentation is sent at the end of all grants.

TRAINING/CAPACITY BUILDING • Trains staff in grants management, full cost recovery, sub recipient monitoring, proposal budgeting and donor regulations, and all financial and compliance aspects of grants. • Cross-trains and provides back-up to other analysts positions. • Trains and manages other personnel assigned to the unit and keep them productively engaged. • Assists in design/development and implementation of the new ERP software to assure efficient management, reporting and compliance with grants and grant spending.
PRINCIPLE WORKING RELATIONSHIPS: The Corporate Grants Manager will work frequently with international and US finance personnel, HQ staff in technical units and program management units without accounting and with limited grant experience, field office personnel with and without an accounting background, staff in government agencies managing grants, and auditors. The Corporate Grants Manager works closely with other analysts with responsibility for financial reporting, projecting cash flow and coordinating wire requests to international field offices.
KNOWLEDGE & SKILLS: • BA or BA equivalent in Business, Accounting, Finance or Economics. Direct experience such as grants management, budget coordination and financial management experience may substitute. • Knowledge of standard financial reporting requirements for US Federal Government grants; general knowledge of financial reporting requirements for state and other grants. • Microsoft Word and excellent skills with Microsoft Excel. Excel experience should include working knowledge of the pivot table report function. Strong analytical skills. • Strong communication and customer service skills, and ability to exchange information with others clearly and concisely. • Ability to work with a minimum of supervision, but knowing when to seek additional assistance.
• Ability to provide written and oral explanations of government grant requirements and coding.
• Ability to work harmoniously and effectively as part of a work team, responding to frequent demands of multiple customers (internal and external.)
• Ability to manage time effectively and efficiently to meet multiple deadlines within regular cycles of activity.
• Ability to communicate by phone or by e-mail with people for whom English is not their first language.

• Accounting or business degree (may substitute direct experience.)
• Experience in budgeting for grant- and contribution-funded activities.
• Experience in an environment interacting from a finance perspective with non-accountants.
• Strong Microsoft Office skills, especially Word and Excel
• Additional relevant experience can be substituted for education
