II. Organizational Context

 

UN WOMEN is the women's fund at the United Nations. It provides financial and technical assistance to innovative approaches aimed at fostering women's empowerment and gender equality. UN WOMEN is essentially a learning organization and strongly believes in promoting accountable and transparent processes to achieve its objectives/goals. Therefore, in its Strategic Plan (SP) for 2008-2011, UN WOMEN commits itself to strengthening and sharpening the focus of Gender Responsive Governance Programme. This approach is anchored in three accountability frameworks:

·         The Development Results Framework

·         the Management Results Framework

·         the Biennium Support Budget

 

UN WOMEN is therefore proposing to appoint a Programme Associate-Gender Responsive Governance Programme to be assigned in its South Asia Regional Office (SARO) based in Delhi, and to also work closely with its Country Offices (COs) in Pakistan, Nepal, Bangladesh, Maldives, Sri Lanka, Iran, Bhutan and Afghanistan. 

Under the overall supervision of the GRG unit head and the direct supervision of the Senior Programme Specialist of the GRG programme in the UN WOMEN South Asia Regional Office (SARO), the Programme Associate-Gender Responsive Governance Programme will provide operational support of all programme and project activities of the UN Women, Gender Responsive Governance (GRG) programme. will be expected to carry out the following functions :

1.     Support to management of the Gender Responsive Governance Programme 

The incumbent works with wide latitude for independent action and gives guidance and support to the programme staff. The incumbent performs the following duties:  

·         Ensure effective operational support to the GRG programme; ensure consistency with the Organization’s operational requirements and rules and regulations.

·         Participate in identification, formulation and preparation of programme, project and workplan; participate in the preparation of draft project documents; ensure their high quality and consistency.

·         Prepare necessary documentation for procurement of human resources, goods and services for the project; collaborate with the Operations in UN Women on the above duties.

·         Coordinate monitoring and review of project implementation to ensure that all operations activities are carried out in line with the work plan and the project document; coordinate the review of inputs, expenditures and time frames; identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints.

·         Coordinate the collection, maintenance, distribution and consolidation of technical and operations data: analyze and summarize data from various sources, including ATLAS system.

·         Support preparation of Quarterly Project Implementation Reports (QPIR) and any other periodic and ad hoc reports and ensure their timely submission.

·         Prepare and finalize correspondence of operational nature regarding programme / project matters; initiate correspondence to verify data, answer queries, and obtain additional information on transactions and operational matters, as required.

·         Ensure appropriate recording and administrative processing of requests and inputs for UN Women assistance received by Government, donors or other organizations.

·         Actively support the streamlining of procedures and practices and introduction of new information technologies to the office and projects.

·         Accompany programme staff as and when necessary in the field, meetings with donors and government officials.

·         Advice other office and programme / project staff in the areas of operations and project management as per rules and regulations and in collaboration with Operations Units; arrange meetings on day-to-day programme / project matters.

·         Support day-to-day functions of the team: travel, filing of correspondence and other documents, events/ workshops logistics, contract management, PSC meetings, etc.

·         Perform other duties as required.

2.  Ensures facilitation of knowledge building and knowledge sharing focusing on    

     achievement of the following results: 

·         Organization of trainings for the projects staff on programme.

·         Synthesis of lessons learnt and best practices in programme.

·         Sound contributions to knowledge networks and communities of practice. 

 

IV. Impact of Results

 

The key results have an impact on the overall performance of the Programme Unit and success in implementation of programme strategies.  Accurate analysis, data entry and presentation of information ensure proper programme implementation.

VI. Recruitment Qualifications 

Education:

·      Graduate Degree, specialized training in project management and programme operations.

Experience:

·      Five years of experience in programme and project management including Project Audit.

·      Experience of working on projects with Government as Implementing Partner.

·      Familiarity with UNDP / UN Women operational guidelines and project / programme management procedures would be an advantage.

Language Requirements:

·      Fluency in spoken and written English and working knowledge of the local language(s) would be an asset.

IT Skills:

·      Ability to effectively use standard office software, such as MS Office (Word, Excel, Power Point, Outlook)

·      Ability to effectively use management tools.
