1.    Identification

Position Title:

State Program Representative, MI India Trust (MII), MP and Chhattisgarh based in Bhopal

Reports to/Position Title:

National Program Manager, MI India Trust (MII)


2.    Overall Purpose/Broad Function:


  • The primary purpose of this position is to ensure strong implementation of State level activities, supervision of MI India Trust field activities in State and developing and maintaining ties with key senior Government officials and other implementing agencies and donors as required.



3.    Key Duties and Responsibilities:



The specific terms of reference for this position are:


Program and State Strategy

·         Develop Program implementation plans for State programs as allocated within MI India Trust budget

·         Assist in development of State Strategic Plan under the direction of the Country Director, MI India Trust

·         Take part in India planning meetings and from time to time Regional planning meetings if required

·         Develop Program  Concept Notes for State level activities as required

·         Responsibility of working with the Government in State on their planning processes including but not limited to ensuring procurement and adequate supplies of key micronutrients


Program Implementation

·         Ensure successful implementation of donor supported programs in State

·         Working with  National Program team in Delhi and ensure successful implementation of Micronutrient programs in the State

·         Assist the National Program team in monitoring all programs implemented in the State

·         Conduct field visits no less than monthly to review progress of programs, identify and rectify roadblocks in programs, communicate issues to Program Managers as needed.

·         Regular monitoring and supportive supervision are conducted to ensure that the agency/consultants implement activities as planned and provide timely feedback for improvement in training

·         Facilitate in establishing State IDD cell and laboratories where relevant to MI Trust at the State level

·         Work with State level officials in Food and Civil Supplies department and explore opportunities in introducing salt in Public Distribution System (PDS)

·         Analyse coverage data and build capacity of the State to analyse and act on the same

·         Ensuring training/Orientation of service providers, supervisors, DRT members, NGO personnel, etc including

·         Coordinate with agencies for facilitating training / orientation of service providers, supervisors, DRT members, NGO personnel, etc. of VAS program across the state.

·         Ensure quality in training and other capacity building exercises through appropriate mechanisms.

·         Build the capacity of DCs in identifying training needs, analyzing pre & post questionnaire and conducting training at supervisory levels.

·         Review the effectiveness of the training after each round in consultation with the M & E consultant to refine the strategy.

·         Ensure that NGOs & DCs conduct on job supervision and training to different categories of staff/workers


Evaluation and Dissemination

·         Provide support to research and evaluation studies as may be undertaken under the projects in the State

·         Ensure sharing of study reports with State level stakeholders

·         Assists in preparing/developing project dissemination tools (reports, case studies, flyers etc) in coordination with the team at National level

·         Ensures systems such as Contract database are being utilized as needed


Relationship Development

·         Develop and maintain key Government relationships at the State level

·         Develop and maintain key partner relationships including taking responsibility for coordinating activities with other donors

·         Keep abreast of local NGOs and ascertain suitability for assisting Trust in implementing activities

·         Resource development at State level where feasible- look for opportunities

·         Represents MI India Trust at State fora and events in consultation with National team

·         Liaison with divisional/district level Government functionaries of both Health and ICDS departments and others as needed



·         Responsible for overseeing Divisional Coordinators and other consultants, as directed by the National Program Manager

·         Responsible for hiring and supervising work of State consultants where required including:

·         Prepare Term of Reference (TOR) for issuing contracts to agencies identified for facilitating training/orientation of VAS program

·         Review the claims of the agencies/consultants and recommend for payment against services laid down in the contract in a timely manner

·         Oversee State level staff where required

·         Responsible for hiring process of Divisional Coordinators and other consultants

·         Conducting monthly reviews and reporting

·         Responsible for reviewing and verifying expenses at the State level

·         Responsible for office administration and management

·         Responsible for coordinating visits for Regional Office and Head Office and donor organisation to the state

·         Responsible for implementing policy changes with support from Head Office, in State

·         Responsible for induction, training and skill development of HR in the State

·         Support in the Partner NGO selection process and carry out periodic Review

Other Functions

·         Any other specific task assigned by the National Program Manager , Deputy Country Director or Country Director as required

·         Take active part in the yearly PAR process

·         Provide a comprehensive monthly report in specified electronic format submitted to National Program team , MII Monthly progress report will cover the activities performed, and the outcomes in terms of achievements, problems identified and solutions worked out etc

·         Trip reports as applicable


4.    Supervisory  Responsibilities:

 Consultants as required

 Work of Extenders/NGOs as required

Accounting/Administration Staff where present


5.    Education/Professional Designations/Experience:


·         A professional degree in medicine, nutrition, public health, health management, international development and/or a related field.

·         Strong technical knowledge of human nutrition and of the role of micronutrients would be an asset.

·         Good knowledge of government policies and programs to address nutrition in India as well as of the role of industry in nutrition in the country.  Good knowledge of other programs that intersect with nutrition and provide a platform for action (e.g. health programs, livelihoods, social safety nets).

·         At least 10 years of work experience with industry, government agencies, NGOs, community groups, and/or UN agencies (preferably a combination of experience in at least two of these and preferably in nutrition).  Prior experience managing or working on MI programs will be an asset.



6.    Language Skills


Fluency in Hindi and English (Reading, Writing & Oratory Skills) is a prerequisite.  Knowledge of other languages spoken in India would be an asset.


7.    Travel Requirements

Frequent local and occasional travel to Delhi and other states


8.    Other Specific Skill Requirements:

§  A result-oriented approach and proven ability to manage, track and coordinate complex multi-partner large-scale programs.

§  Ability to network and negotiate effectively with a wide range of stakeholders to achieve the objectives of the program.  The position will particularly require a strong ability to engage and negotiate with senior government officials at national and state level in India.

§  Ability to assess programmatic risks and develop and manage effective mitigation strategies.

§  Ability and willingness to travel frequently, mainly within India.

§  Strong leadership skills and ability to work independently and generate innovation.

§  Strong communications skills (oral and written).  Ability to effectively represent the program in various fora. Ability to develop and implement a communications strategy for the India program and to ensure its delivery.

§  Ability to use effectively tools and systems for financial planning and tracking (e.g. disbursement tracking systems).

§  Good computer skills, including MS Office programs

§  Ability to work under minimal supervision

§  Ability to work under pressure
