Position Description

Title: Financial Analyst

Reports to: Sr. Finance & Administration Manager
Coordination with QED FACT Unit

Works with: Program Managers & Project Assistants

Project Scope of Work
The Global Health Technical Assistance (GH Tech) contract provides the U.S. Agency for International Development (USAID), Global Bureau for Health (GH) with high-quality independent technical support for design, monitoring, and evaluation of health, population, and HIV/AIDS activities. Under this contract, the awardees QED Group, LLC (QED), CAMRIS International, and Social and Scientific Systems, Inc. (SSS) will exclusively support USAID’s health programs through technical assistance, global health program and research management secretariat, mission support and logistical support. The project will provide the USAID Global Bureau for Health, regional bureaus and missions with flexible access to a range of technical and managerial expertise to design, monitor, and evaluate program activities, and explore new directions for health, population and HIV/AIDS programs.

Position Responsibilities:
The GH Tech Project Financial Analyst in this position will assist the Sr. F&A Manager to review invoices and travel expense report. S/he will also perform the first level accounting oversight functions at project level to ensure accuracy and compliance with USAID regulations for all expenses from vendors, consultants and for travel that will be charged to USAID before they go to the project accounts, and will communicate with consultants and vendors for any expense adjustments. S/he will assist with review of costs for Technical Directive cost estimates/budgets, Purchase Order Agreements, consulting agreements and travel advance requests working closely with the Program Managers and others, with final input and sign-off by the Sr. F&A Manager and/or Project Director/Deputy Directors. S/he will assist with review of GH Tech Project billing for compliance with USAID regulations.

As a member of the GH Tech finance team, s/he will participate in project discussions and planning as appropriate, and will also assist with other financial, contractual and administrative support functions of the unit, including the following:

• Reviews invoices and travel expense reports for compliance with consulting agreements and maintains details of reports in Excel Worksheet Tracking Register and enters direct labor hours into the LOE tracking system.
• Assists the Sr. F&A Manager in ensuring compliance with Project Regulations, Generally Accepted Accounting Practices, FAR/USAIDAR
• Assists the Sr. F&A Mgr in liaison to project vendors and for logistics.
• If requested, works closely with the Sr. F&A Mgr and Project Director in preparation and analysis of reports and responses to USAID inquiries for information on financial and other non-technical aspects of the project.
• Works closely with the Sr. F&A Mgr or Project Director in preparation of Task Order/Technical Directive cost estimates, modifications and/or amendments to be submitted to USAID/W Office of Procurement or Missions.
• Assists in preparing requests for travel advances to be submitted to the accounting department(s) to process for consultant travel needs.
• Assists the Program Managers with preparation of consultant agreements and modifications as required.
• Works with Sr. F&A Mgr and PMs as liaison to GH Tech partners in the preparation of purchase order agreement and modifications, consultant agreements and modifications, requests for travel advances, etc. for consultant logistics and travel needs, and follow up payment schedule with QED and GH Tech partners to ensure that vendors and consultants are paid within the agreed timeframe.
• Assists Sr. F&A Mgr., if requested, in real time tracking of all funds obligated and all funds expended or accrued for TAGs (USAID fund sources), TDs and TOs. Prepares Task Order/Technical Directive cost estimates/budgets in coordination with program staff.
• Provides instruction/guidance to consultants or vendors in filling out financial forms as needed.
• Keeps the Sr. F&A Mgr. apprised of any issues of policy and/or procedure that need to be examined or changed as the flow of work in the project increases. This will help ensure efficient and smooth compliance with all regulations.
• Performs other related duties assigned by the Sr. F&A Mgr.
• Scanning, filing, basic office organizational tasks.

Qualifications:
• Three years experience in accounting/finance is required; one year experience of USAID project compliance and financial management preferred;
• Bachelor Degree in Accounting/Finance or work equivalent, required; Masters Degree, preferred;
• Understands how and can demonstrate the ability, to reconcile various independently maintained sub-ledgers to summarized reports.
• Knowledge or Experience working with Foreign Currency Transactions and the ability to analyze Invoices and/or Taxes/VAT and other expenses.
• Demonstrated ability to perform first line accounting oversight at the project level for compliance with Federal Acquisition Regulations;
• Well-organized, attentive to detail, and able to handle multiple tasks simultaneously; and
• Works well independently and in teams; pro-active in anticipating work requirements and problem solving.
• Permanent authorization to work in the US required.

Note: QED will not relocate employee to Washington, DC.
