UNICEF is assisting the Government of India as a part of the GOI-UNICEF Country Program Action Plan (CPAP), 2008-2012, to ensure that all sick newborns are referred and managed at a First Referral Unit (FRU) or higher level facility and that 50% of all FRUs are equipped to deal with emergency obstetric care. Deloitte Touché Tohmatsu India Private Limited (DTTIPL) has been appointed by UNICEF to provide Technical Assistance in operationalising 16 such FRUs across 4 of the 8 high priority states namely Bihar, Jharkhand, Madhya Pradesh and Rajasthan, over a period of 2 years.

As a part of this project, DTTIPL therefore seeks to engage the contractual services of 2 State Managers (one in charge of Bihar and Jharkhand and the other to be in charge of Madhya Pradesh and Rajasthan) as well as 5 FRU Managers (each to be in charge of approximately 3-4 FRUs in each state) who will provide their technical and managerial assistance to DTTIPL in operationalising the selected FRU’s. The FRU managers will be required to based at/ manage the FRU’s in the following districts in each state:

  The specifications for both positions are listed below: 

Position 1: State Manager (2 nos.)

Qualification: M.B.B.S

Experience:

  • Essential: Minimum 7-8 years in public health
  • Desirable:
    • MD/ MS (OBG)/ DGO/ House Job in OBG/ MD (PSM)
    • Experience of working in public health facilities (district hospital/ CHC) in Maternal and Child Health (MCH)/ RCH
    • Preferably locally based at  Ranchi, Jaipur or Shivpuri/Bhopal

Key responsibilities: Each State Manager will be overall in charge of 2 states as mentioned above for the day to day implementation of FRU Operationalisation Plan in various FRUs in the state. He will be assisted by the FRU Managers and will report to Managers from Deloitte for the respective states. His core responsibilities will include:

§Assisting Deloitte personnel in developing and finalizing Action Plans for each FRU

§Proactively assisting in state/ district level consensus building for operationalization of FRUs - coordinating and liasioning with state/ district/ block level public health authorities in the relevant states for site strengthening (including manpower/ training, infrastructure, equipment, treatment protocols etc.)

§Initiate Meetings/ Participate in the Management Review Committee meetings at the district level to ensure smooth implementation of the Action Plan for FRU Operationalisation

§Initiate/Participate in the Implementation review Committee meetings at FRU level for approval of gap analysis and action plans, assignment of responsibilities, facilitation of action to be undertaken, monitoring progress on Action Plan for FRU operationalisation etc

§Implementing the action plan/ site strengthening for each FRU in close interaction with the FRU staff and in consultation with state/ district level authorities and Deloitte personnel

§Escalating and resolving all issues/ bottlenecks

§Developing computer-based training modules to reinforce existing MCH trainings

§Conducting facility management training for managers

§Assist Deloitte personnel in developing an M&E framework (including process and outcome indicators) for monitoring progress at each FRU.

§Detailed and Regular monitoring and f/up based on regular visits( atleast 2-3 weeks in a month) and action initiation on all areas where progress is slow

§Quarterly progress reporting and best practice documentation for all FRUs

§Provide guidance and supervise activities of FRU managers at the FRUs in the respective states

§Daily reporting to Deloitte manager and support in preparing reports, presentation, other deliverables 

Key skills:

  • Essential- Basic computer skills (MS office- Word, Excel and Power point); proficient in working on the  internet and e-mail, familiarity with the government health system at state/ district/ block level, good communication and inter-personal skills, high level of self-motivation, willingness to travel extensively within and between districts in the target state, project coordination and follow-up.
  • Desirable- Training/ Certification in MCH or related areas.

 

Position 2: FRU Manager (5 nos.)

Qualification:

  • Essential- MBA or Diploma/ Master in Public Health / Social Work/ related areas.
  • Desirable: M.B.B.S.

Experience:

  • Essential: Minimum 2-3 years in public health
  • Desirable: Experience of working in public health facilities (district hospital/ CHC) in Maternal and Child Health (MCH)/ RCH

Key responsibilities: The FRU manager will be based at one of the districts (refer table above) and will be responsible for day to day liasoning with the FRU Medical officer/ other staff and District authorities to ensure implementation of FRU operationalization under supervision of the relevant State Manager and Deloitte managers in all respects. His core responsibilities will include:

§Managing the FRUs assigned to him to ensure implementation of FRU operationalisation plan

§Supporting / handholding FRU staff in implementing the operationalisation plan

§Liaising with block/ district/ state government officials to draw necessary support/ resources

§Monitoring progress on weekly/ monthly/ quarterly basis

§Coordinating with State Manager and Deloitte members to operationalise various aspects of the FRU (manpower/ training, infrastructure, equipment, treatment protocols etc.)

§Maintaining MIS data relating to various indicators for tracking FRU operationalisation process and providing the same to Deloitte on a weekly/ monthly / quarterly basis

 

Key skills:

  • Essential- Basic computer skills (MS office- Word, Excel, powerpoint, internet and e-mail); familiarity with the government health system at district/ block level, good communication and interpersonal skills, self motivated, willingness to travel extensively within and between districts in the target state, project coordination and follow-up.
  • Desirable- Training/ Certification in MCH or related areas/ NRHM Fellowship etc.
