WATER, SANITATION AND HYGIENE (WASH) PROGRAM MANAGER (International-level, based Vientiane) 

Plan Laos’s rural Water, Sanitation and Hygiene (WASH) Program focuses on the poorest Districts of Bokeo Province. Important elements of the Program include Community Led Total Sanitation (CLTS) and School Led Total Sanitation approaches, hygiene education, improved water supplies for remote villages, rehabilitation of community water supplies, school water supply and sanitation, WASH-related research and contributing grass-roots experience into national level WASH policy and practice. The Program has a significant gender orientation. This is an attractive post for a WASH professional wishing to develop further his/her career. 

Responsibilities   

  • Overall – to lead and manage the Plan Laos Water, Sanitation and Hygiene (WASH) Program
  • To lead design of  the evolving WASH program in line with international-level best practice
  • To institute monitoring and evaluation
  • Represent Plan Laos in national and international forums for WASH
  • Manage and supervise WASH Program staff and support their professional development through advice and mentoring
  • Build strong professional relationships with key partners
  • Prepare quarterly, annual and other plans, budgets and reports

 Skills, qualifications, experience

  • Bachelor’s degree in Water and Sanitation Engineering or related technical field
  • Four to eight years WASH program experience in developing countries
  • Minimum two years’ experience and demonstrated skills in WASH program management
  • Demonstrated experience and skills in community based hygiene promotion approaches, e.g. PHAST, CLTS
  • Proven skills in capacity building of local staff and partners 
  • Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child

·         Experience in strategic program design, monitoring and evaluation

·         Familiarity with Community Led Total Sanitation (CLTS), PHAST and other socially-oriented approached to WASH programming

·         Demonstrated commitment to gender equity, social inclusion and participatory approaches

·         Fluent written and spoken English

·         Fluency in Lao and ethnic group languages an advantage 

Location: Post is based in Vientiane, with frequent travel to Bokeo and occasional international travel throughout Asia.
