Salary: £42,000 pa (for Oxford location)

Full-time, permanent

Oxfam is an International confederation of 14 independent, non-governmental organizations working together with over 3,000 partners in 99 countries to achieve our vision of ‘a just world without poverty’. Our Secretariat is based in Oxford, with advocacy offices in Washington DC, New York, Brussels and Geneva.

We’re looking for someone with extensive experience of humanitarian campaigns and advocacy to provide leadership, vision and strategic direction for the various elements of our far-reaching Rights in Crisis campaign, working closely with Oxfam affiliates. It’s a fantastic opportunity for you to make a major impact by identifying opportunities and developing effective strategies to meet the campaign’s objectives, which you’ll ensure are clearly defined within a coherent and achievable work plan.

You’ll have extensive experience of designing and delivering fully integrated campaigns and advocacy plans, including work with international alliances. You’ll be a talented project manager capable of planning and prioritizing a diverse programme of work, and a lobbyist with strong analytical skills and the ability to develop and deliver plans that change humanitarian policy and practice. It’s essential that you’re an accomplished and persuasive communicator.

Job Purpose 

This position will provide overall strategic leadership and coordination to the various elements of the Oxfam International Rights in Crisis campaign.

 

Key Responsibilities

 

Key responsibilities are:

Campaign leadership, coordination and management

·         Provide overall leadership, vision, management and strategic direction to OXFAM’s humanitarian campaign

·         Identify strategic opportunities and develop effective strategies to further OXFAM’s humanitarian campaign objectives

·         Ensure the definition and development of strategic and achievable priorities and objectives within a coherent and achievable campaign work-plan

·         Lead the Humanitarian Campaign Management Team and project manage the development and implementation of its plans and activities within the Rights in Crisis operational plan

·         Ensure the consistency, quality and brand risk management of humanitarian campaign products through OI approval and sign-off processes

·         Provide high level representation for the campaign with media, alliances and targets

·         Ensure the inclusion of Oxfam affiliate perspectives and input in campaign processes, decisions, and implementation through effective coordination, communication and consultation

·         Participate in key OI processes (campaigns planning, OI strategic planning, OI evaluations, annual campaigns budgets, etc.) as required by the OI Advocacy and Campaigns Director and Deputy Advocacy and Campaigns Director

·         Establish monitoring and evaluation processes around campaign objectives that include evaluating progress toward the effective incorporation of gender justice in campaign priorities and activities

·         Provide more in-depth substantive leadership on one of the Rights in Crisis campaign priorities

 Program and campaigns integration

  • Participate as a member of the Humanitarian Consortium Management Group and ensure coordination around campaigns management, humanitarian policy development, and integration with operations, within the framework of the operational plan
  • Work with OI country teams to ensure effective national to global strategies

·         New York Head of Office

·         Rights in Crisis Campaign Management Team members

·         Humanitarian Consortium Management Group members

 

Key Competencies 

·         Experience in an integrated approach to advocacy and campaigns that includes research, policy, lobbying, media work and popular campaigning

·         Successful experience in campaign vision, strategy, design and development

·         Proven experience working with international alliances

·         Oral and written communication skills of a high order, including media and public presentation skills

·         Proven project management experience, with the ability to overcome obstacles

·         High level policy analysis and lobbying skills

·         Proven knowledge of humanitarian policy issues

·         Experience and understanding of humanitarian operations including with humanitarian programmes on the field, and especially from an INGO perspective. 

·         Team working and leadership skills

·         Ability and experience of working with field offices and southern patterns,

·         Understanding of gender analysis and commitment to promoting gender equity

·         Ability to think and operate strategically and creatively

·         Ability to translate complex terms and ideas into practice

·         Ability to focus and prioritize

·         Ability to communicate clearly and work cooperatively in a cross-cultural setting

·         Strong management skills – planning, collective resource management, efficient project implementation

·         Fluency in written and spoken English is essential. Other European languages, particularly French, an advantage.

·         Computer literacy (MS Word, Excel, Internet).

·         Flexibility, ability to work under pressure with limited supervision, and meet tight deadlines

·         Availability to travel up to 8 weeks per year
