Chief of Party: Low-Emissions Asian Development (LEAD) Program

DAI seeks a Chief of Party for an anticipated USAID-funded Asia regional global climate change (GCC) program specifically focused on establishing the enabling conditions for achieving sustained low emissions development in Asia’s developing countries. This program will build the capacity for Measurement, Reporting and Verification (MRV) of Greenhouse Gas (GHG) emissions, market readiness for increased financing and investment in emissions reduction activities, and development and implementation of Low Emissions Development Strategies (LEDS). This position will be based in Bangkok, Thailand and support activities across the Asia-Pacific region that address regional developmental and environmental priorities.

Responsibilities: The Chief of Party (COP) will have overall responsibility for program performance, management, and operations; overall achievement of programmatic results; and timely completion of deliverables. The COP must demonstrate exceptional managerial and operational experience, and preferably experience in managing complex, multi-national/regional activities involving coordination with multiple program partner institutions.

Qualifications Required:
• A minimum of fifteen years of subject matter expertise in global climate change issues, in particular regarding enabling conditions such as MRV, market readiness, and LEDS, as well as policy and market issues associated with establishing public and private sector-based GHG reduction systems;
• Must have an advanced degree in environmental or climate change-related studies in public policy, economics, law, science, international cooperation/international development, or a related field, and is expected to possess broad experience working in Asian developing countries;
• Supervisory and management experience, including direct supervision of professional and support staff required; senior-level supervisory experience on international donor funded programs preferred.
• Must demonstrate exceptional written and oral communications skills in English;
• Familiarity with the political, social, and cultural context of working in Asia preferred
• Significant experience managing complex programs in developing countries, with excellent leadership, coordination and technical skills
• Proven experience working effectively with multiple stakeholders including USAID and other USG Agencies host government officials, multilateral and bi-lateral donor organizations, and local implementing partners.
• Experience managing field programs in Southeast Asia and knowledge of a regional language desired
• Strong interpersonal and communications skills preferred.
