About the work in the region of South Asia
We work in five countries in the region of South Asia. We are
involved in long-term development cooperation not by implementing projects
ourselves but through supporting a network of over 100 civil society
organizations in the region. We are also engaged in preparedness for and
response to disasters. At this moment we are scaling up our support to the
response of partners to the recent floods.
Tasks and
responsibilities
The main
responsibility of the Programme Facilitator is the interaction with the partners
in Pakistan in managing disaster response programmes in accordance with ICCO/
Kerk in Actie, backdonors, UN and government policies and guidelines. The
program facilitator reports to the regional manager and works in a
multidisciplinary team and in direct cooperation with the regional manager, the
programme officer and finance officer.
Main tasks
-
Support and facilitate the implementation of ICCO & Kerk in
Actie’s floods response programme in Pakistan through its four strategic
roles: strategic financing, lobby & advocacy, capacity building and brokerage;

Assess and support the elaboration of proposals and reports by
(potential) partners in Pakistan;

Prepare funding- and other decisions.

Review audit reports of projects and programs and follow up of
recommendations.

Provide input to the financial planning, budgeting, performance,
monitoring, capacity development and risk management of projects and programs.

Control, evaluate and monitor ongoing contracts between ICCO/
Kerk in Actie and local partners.

Review field reporting packages for improvements in information
flow and standardization.

Contribute to learning and linking and coordinate research and
knowledge sharing on sector related themes and cross cutting issues by
establishing regular internal exchange and learning sessions in collaboration
with the Technical Assistance in the program coalitions.

Preparing regular updates on situation related to the floods and
the response in general and the progress made by partners.

Contribute to policy development
incl.
exit / transition, SPHERE, Code of Conduct, CBDRM (Community-Based Disaster Risk
Management), DRR, beneficiary accountability, rights-based approach, etc.;

Collecting partner and projects related information as input to
communication to constituency, donors and media.

Participating in key coordination platforms (inter-cluster
meetings)
Profile of the candidate
-
Good knowledge of disaster response issues and up-to-date insight
in related policies and standards, context analysis and North-South cooperation.
-
Good understanding of the economic, social and political
situation in Pakistan and the region, especially of Pakistani civil society and
social movements.
-
Advanced knowledge of program and project formulation,
accountability requirements.
-
Relevant educational background and professional experience in
the fields of rapid disaster response and rehabilitation.
-
At least five years experience in PME systems of projects and
programs.

Knowledge of financial aspects related to funding of projects and
programs.
-
Excellent language skills in Urdu and English.

Facilitation, communication, networking skills.
-
Resident in Pakistan and willing and able to travel in the
region.

Ability and willingness to work with people of different
backgrounds and to contribute constructively to a working environment based on
mutual respect and trust.
