seeks qualified professionals to fill this vacancy in its Department of External
Relations (DER):
Communications Specialist
Job Purpose:
Support the external relations
strategy of Department of External Relations (DER). Conceptualize, develop and
implement communication plans and strategies for priority issues, projects,
events and campaigns. Provide assigned departments in the Bank with guidance on
strategic approaches to improve effectiveness and scale up communications for
projects and initiatives. Oversee the preparation of key communications products
and materials. Identify communications tools and opportunities to position ADB
amongst key target audiences. Undertake capacity building on effective
communications with stakeholders, particularly media. Work within broad policies
and objectives with supervision for unfamiliar or critical tasks.

The position reports to: Director,
Department of External Relations
The following staff positions
report to the Communications Specialist: National Staff and Administrative Staff
Relevant Experience and Other
Requirements:
Specific criteria include
•
Suitability to undertake the responsibilities mentioned above at the required
level
•
At
least 6 years relevant experience; international experience working in several
countries.
•
Substantial experience managing a full array of communications and public
affairs responsibilities, with a demonstrated understanding of communications
tools and approaches, including media operations and opinion research.
•
A
proven track record working with top-tier media and attaining prominent coverage
for priority issues and initiatives.
•
Demonstrated ability to manage reputational risk issues.
•
Strong knowledge of the disciplines relevant to ADB's development work,
particularly the core operational areas identified in Strategy 2020.
•
Proven ability to handle multiple tasks simultaneously, and produce quality
results in high-stress environments under tight deadlines.
•
Experience with new media, social media and/or development communication an
advantage.
•
Excellent oral and written communication skills in English
•
Strong research, writing and analytical skills.
•
Strong interpersonal skills and recognized as a team player
•
Successful track recording working with staff from diverse backgrounds
•
Demonstrated ability to manage/mentor staff and managing complex relationships
•
Consistently applies creativity and independent judgment to work
•
Performs work independently in own field of specialization
•
Exposure to similar work in the Asia Pacific region, an added advantage.
Education Requirements:
A university degree in
Communications, Public Affairs, Advocacy, Journalism, or related fields;
preferably at post-graduate level or its equivalent.
