The Africa Peace and Security Programme (APSP) managed by IPSS is seeking to expand its team by qualified professionals for various fixed term and consultancy positions.

Consultancy positions:
> Lead Facilitator for the course “Management Peace and Security in Africa (MPSA)”, from 15/10/2010
> Assistant Facilitators for MPSA, from 12/09/2010

Fixed term positions (one year, but extendable):
> Training Leader, from 01.01.2011 or earlier
> Outreach and Research Coordinator, from 01.01.2011 or earlier
> Assistant Outreach and Research Coordinator, from 01.01.2011 or earlier
> Liaison Officer, from 01.10.2010

APSP is a joint initiative between the African Union and IPSS/AAU.

APSP is strictly pan-African in its outlook and strives to match international best practices in all its activities. APSP was officially launched in May 2010 with the commencement of its first one-year post-graduate executive training course “Managing Peace and Security in Africa”, aimed at senior professionals from the AU Commission, the RECs and other regional institutions. Beyond this, APSP has also been requested to engage in outreach and research activities in relation to the Commission’s peace and security agenda. The core team of currently three professionals needs to be expanded. This creates an exiting opportunity for capable and highly committed individuals to contribute to the full establishment of this fledgling institution which, we hope, is poised to make significant contributions to addressing the “intellectual challenge” of peace and security in Africa. Compensation for the jobs advertised is competitive at international level. Positions are at this time offered for one year, but appointments can in principle be renewed repeatedly. All jobs are located in Addis Ababa.

> Solid professional background in peace & security or related fields; your own expertise shall allow you to easily communicate with top experts; of critical importance are your interest and ability to rapidly grasp new ideas and situations, and to communicate clearly on these issues.

1. Training Leader
> Fixed term full time employment from 1.1.2011, 12 months (extendable)
Objectives
> Ensure the delivery of the training course MPSA
> Ensure the on-going development of its curriculum
> Identify further training needs and develop and implement training programmes accordingly
Principal tasks
> Identify needs for the adjustment / further development of the curriculum; establish and coordinate teams of experts for respective tasks
> Ensure that the curriculum is updated on time for each session to be delivered
> Identify and hire facilitators as per requirements
> Identify and make available resource persons
> Ensure training delivery meets all formal requirements and matches agreed standards
> Ensure training facilities are kept according to standard
> Ensure participants are selected/ admitted and that all formal requirements for their participation are met
> Manage the online learning platform
Reporting
> The position reports to the Programme Director
> The position coordinates with professional and support staff
Specific qualifications
> Relevant University Degree (MA or PhD)
> Excellent command of English; at least oral command of French, Arabic or Portuguese
> At least 12 years professional experience
> Thereof a minimum of 6 years professional experience in a non-academic environment (this may include consulting)
> Substantial experience in the design and delivery of advanced training for professionals
> Substantial experience in the design of academic courses

2. Lead Facilitator(s)
Consultancy: app. 90 days within one year
> about 15 days every two months according to a defined schedule
Objectives
Ensure the facilitation of one batch of the MPSA course
> based on the detailed curriculum / schedule provided
> in line with the facilitation guideline of IPSS
Principal tasks
> Facilitate six attendance sessions within one year
> Develop distance learning assignments
> Implement the grading of all assignments through the Moodle system
> Lead and implement the on-going monitoring and evaluation
> Ensure that the course-specific section of our on-line learning platform Moodle is updated and ready for use
> Support the further development and refinement of the curriculum
> Support the further development of the methodology/facilitation guidelines
> Ensure training delivery meets all formal requirements and matches agreed standards
> Monitor usability of training facilities and equipments thoughout the sessions and initiate repairs, procurement etc
> Tutor participants towards their declared learning objectives
Reporting
> The position reports to the Training Leader
> The position coordinates with professional and support staff
Special Qualifications
> Relevant University Degree (MA or PhD)
> Excellent command of English; at least oral command of French, Arabic or Portuguese
> At least 15 years professional experience
> Thereof a minimum of 5 years professional experience in a non-academic environment (this may include consulting)
and 3 years professional experience in a leadership position
> Substantial experience in the delivery of advanced training for professionals
> Substantial experience in the facilitation of workshops

3. Assistant Facilitator(s)
Consultancy: app. 13 days within two months

Objectives
Supports the facilitation of one or multiple attendance session of the MPSA course

As delegated by the Lead Facilitator
Reporting
> The position reports to the Lead Facilitator
> The position coordinates with professional and support staff

Outreach and research jobs
APSP strives to make available to the African Union the best available expertise on the continent. Our main function in this respect is not so much to undertake our own research, but mainly to network with African top experts and institutions and thus act as a contact and reference for the Commission and other AU players based in Addis Ababa. We are also aiming at organising relevant conferences with decision makers.

4. Coordinator Outreach and Research

> Fixed term full time employment from 1.1.2010, 12 months (extendable)
Objectives
> Ensure the delivery of agreed outreach and research programmes (workshops, studies, applied research projects, publications)
>Support the on-going development of such programmes
>Establish professional and institutional relationships and network in support of such programmes
Principal tasks
> Manage (design, coordinate, deliver, evaluate) institutional networking and outreach with professionals and institutions in Addis Ababa and across the continent
> Develop quality standards for the programmes and ensure programme delivery according to these standards
> Identify collaborators (individual and institutional) as per requirements
> Organise and manage conferences with international participants
> Develop and manage the outreach and research budget
Reporting
> The position reports to the Programme Director
> The position coordinates with professional and support staff
Special Qualifications

> Very good command of English and French; Arabic or Portuguese would be a distinct advantage

5. Assistant Coordinator Outreach and Research

> The position coordinates with professional and support staff
Special Qualifications
> Relevant University Degree (B.A. or MA)
> Excellent command of English; at least oral command of French, Arabic or Portuguese
> At least 10 years professional experience
> Thereof a minimum of 5 years professional experience in a non-academic environment (this may include consulting)
> Substantial experience in the design and delivery of innovate outreach and research programmes in Africa
> Background in journalism / media would be a distinct advantage

6. Liaison Officer
> Fixed term full time employment, from 1.10.2010, 12 months (extendable)
Objectives
> Ensure the flow of information, facilitate communication and common processes between the IPSS and AU on all matters concerning APSP
> Support the day-to-day operations of the APSP, especially by providing direct support to the Programme Director.
Principal tasks
> Liaison with units and inidividuals within AUC and RECs / with other institutional stakeholders in APSP / with training participants
> Management support to the Programme Director; including
> Resolve specific research and collaboration issues which are often urgent
> Maintenance of data bases and web sites
Reporting
The position reports to the Programme Director
Specific Qualifications
> Relevant University Degree (BA or MA)
> Excellent command of English and French; command of Portuguese or Arabic would be a distinct advantage
> At least 4 years professional experience
> Familiarity with the African Union Commission
> Proven excellence in networking

7. Assistant Operations Manager

Fixed term full time employment, from 1.10.2010, 12 months (extendable)

Position is considered as a national staff with a competitive salary according to the respective scale of international organizations working in Ethiopia.

Position Grade: Technical Professional, Level II

Objectives

  • Primarily responsible to assist the Operations Manager (a) in the day to day operational management of the APSP, (b) execution of specific tasks related to procurement, budget, facility and asset management.
  • Provide assistance to host international trainees during the various training sessions at the APSP

Principal tasks

  • Actively participate in tasks related to overall facility management and the provision of logistical supports
  • Provide support to implement an effective asset registry in the APSP/IPSS
  • provides assistance to the Operations Manager to ensure there is a sound financial system at the APSP (assistance in procurement, accounting and budgeting)
  • Execution of tasks related to the accommodation of APSP’s international trainees including hotel booking, contracting caterers, provision of transport services, etc.

Reporting

The position reports to the Operations Manager

Specific Qualifications

  • B.A. Degree in Management , Accounting or any other social science studies
  • Ethiopian nationals or work permit
  • Excellent command of English and knowledge of French has distinct advantage
  • At least  four years of work experience
  • Demonstrated results in previously held positions
  • Very good communication and  interpersonal skill
  • Good team player
