Afghanaid, an international NGO operating in Afghanistan for last 26 years, has a mandate to facilitate and support Afghan women, men and children in their fight against poverty, inequality and vulnerability. Our priority sector areas are food security, sustainable livelihoods, rural enterprise development, local governance, and physical community infra-structure with cross-cutting themes of children rights, gender equality, community development and disaster risk reduction. We are a knowledge-based learning organization that works with both right bearers and duty holders through grassroots programming as well as advocacy and policy initiatives.

We’re looking for a senior level competent expert with international experience to be our Disaster Management Specialist based in Afghanaid’s Head Office in Kabul with nation-wide responsibilities and overall leader ship and management of Afghanaid’s disaster management work.

The Role: Under the overall leadership of Managing Director and direct management of Deputy Managing Director (Programme) the Disaster Management Coordinator (international expert) will lead Afghanaid’s work in this field, including development of its strategy based on ongoing work, lessons learned and best practices in Afghanistan and from similar contexts; will be responsible for impact oriented delivery of the DM strategy in Afghanaid programming areas; will take lead in design and implantation of initiatives to develop capacity of all stakeholders (Afghanaid staff, Community groups, partners and local government authorities); will provide advice and technical backstopping to Afghanaid provincial and district teams; and will lead internal and external coordination and representation of Afghanaid’s DM wok .

Competencies & Skills: Postgraduate degree or Diploma, preferably in Disaster Management from a reputable international university with 5 years of experience working in DM field at senior level; of which at least 3 years in international aid sector. Candidates with work experience in Afghanistan or in a similar context will have an advantage. You will bring excellent knowledge and proven skills in design and management of all stages of project cycle in disaster risk mitigation, preparedness, recovery and rehabilitation work at grassroots level with focus on natural disasters, together with well developed skills in rights based community facilitation and social mobilization; experience of working with the local government; and of influencing and advocacy. You will have worked in mainstreaming disaster risk reduction in other projects; designing and facilitating vulnerability and hazard mapping; and of development of community and district disaster management plans. You must have experience of designing and running capacity building initiatives in DM for literate and non-literate groups of women and men. Understanding of ANDMA and its priorities in the country will be an advantage. You must have ability to deal with challenging work situations and be willing to travel, live and work in isolated and remote areas. You must posses proven skills in mentoring, coaching and facilitating learning of national staff; excellent communications skills in English and Dari; computer literacy in word processing and excel; strategy development; programme design and proposal writing; budgeting; analytical report writing; competency to work with significant level of autonomy, take initiative, and be able to meet tight deadlines. You must show respect for local culture and religion, self motivation and knowledge of personal strengths and weaknesses.
