Oxfam Canada’s annual operating budget is approximately $24 million sourced from individual donors and institutional funders including CIDA.

SCOPE OF POSITION:
The Director of Policy and Outreach provides strategic leadership to Oxfam Canada’s policy, campaign, advocacy and outreach activities and directs a 14-member staff team working in the National Office and in regional offices across Canada to ensure coherence, influence and impact. The Director will work to leverage Oxfam Canada’s efforts in support of gender justice with the Canadian government, within Oxfam International, within the Canadian NGO community, and among strategic allies and the broader public. As a member of the Management Team, the Director will provide leadership in support of Oxfam Canada’s strategic change goals: focusing on women’s rights and gender equality; boosting our budget; strengthening our staff; mobilizing more members; and nurturing a culture of learning and leadership.

MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed)
The Director of Policy and Outreach will provide leadership in directing Oxfam Canada efforts to:
• Inform, engage and mobilize public opinion in Canada in support of gender justice and Oxfam Canada’s mission
• Ensure its policy, advocacy, campaigning and outreach activities are invested strategically to have the greatest impact
• Increase its influence with the Canadian government, within Oxfam International and the Canadian and international NGO community, and with allies in support of gender justice and a strengthened women’s movement
• Become a recognized centre of excellence in building capacity for women’s rights and gender equality

1. Leadership:
 Provides strategic leadership in formulating and communicating Oxfam Canada policy on gender justice and the full range of related issues that create, perpetuate and aggravate poverty, inequality and injustice
 Leads the development of innovative and effective strategies, campaigns and outreach initiatives to engage Canadians in support of gender justice and create an enabling environment in support of fundamental social change
 Provides strategic leadership to Oxfam’s public messaging and communications, overseeing management of the Oxfam brand and ensuring effective strategies for two-way communications with key stakeholders
 Ensures the work of the Policy and Outreach Department is informed by and supports the efforts of partners and allies
 Provides leadership within Oxfam International to advance the gender justice change goal and deepen the commitment of the confederation to women’s agency and leadership in support of development and humanitarian preparedness and response
 Contributes to the overall direction of Oxfam Canada, effectively integrating the efforts of the Policy and Outreach Department in support of the mission and strategic change goals

2. Representation and Alliance Building:
 Represents Oxfam Canada, its vision and mission to the Canadian government and parliamentarians, to allies and Canadian partners, to media, to Oxfam members and supporters, and to the public
 Identifies strategic alliances and relationships with the Canadian social movement and the global women’s movement and ensures Oxfam Canada has a coherent strategy of engagement with key allies and actors
 Supports strategic relations with major donors, foundations and institutional funders, including the Canadian government, in support of growth and development


3. Management:
 Provides direction, mentorship and oversight to staff in Policy, Outreach and Communications
 Ensures the Policy and Outreach Department is contributing effectively to Oxfam Canada’s strategic change goals and operational priorities
 Oversees planning for policy, advocacy, campaign and outreach activities, including communications and member engagement
 Recommends priorities in the allocation of resources – time, energy, funds – to ensure maximum impact
 Ensures proper evaluation of performance and impact and promotes innovation based on lessons learned
 Ensures effective coordination and collaboration with other Departments and with Oxfam International
 Contributes as a member of the Management Team to Oxfam Canada’s overall impact and effectiveness, working in close collaboration with the Executive Director and others to further engender our policies and programs and our organizational culture and practice

REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES:

 A minimum of eight (8) years work experience in campaigning and policy work related to women’s rights and gender equality, preferably with an international development NGO or Canadian social development organization
 Masters degree in the social sciences, with university-level academic or professional training in women’s studies or gender and development
 Demonstrated experience/knowledge in the area of women’s rights/gender equality with strong analytical understanding of current national and global policy issues and actors
 Strong experience in the design, implementation and evaluation of innovative campaigns and advocacy initiatives with a gender equality/women’s rights focus
 Strong gender and power analysis
 Strong experience in communications, public messaging and the use of innovative media
 Demonstrated commitment to global justice, gender equality and social change
 Demonstrated knowledge and experience in the theory and practice of organizational change and capacity building
 Demonstrated ability to work with a diverse range of people in an inclusive, engaging manner
 Demonstrated leadership and mentorship skills
 Experience managing in a unionized environment
 Excellent written and spoken skills in English are required. French and Spanish language skills are considered an asset
 Demonstrated capacity for strong analytical writing
 Proven capacity to work in a self-directed manner and to work collaboratively with other staff and with a variety of counterparts, funders and partners
 Strong computer skills in word processing, spreadsheet, electronic mail and data base systems
 Demonstrated capacity to work effectively in a wide range of cultural and political settings
 Ability to undertake international travel, sometimes in difficult circumstances
