Programme Officer

The Programme Officer is responsible for the relation between ICCO and partners/programme coalitions and other alliances in the region. The main thematic focus for this position is Food Security, Economic Development and Education.

The job objective is to contribute to regional development processes by facilitating multi-actor, multi-level programmes and support strategic relations and alliances within the framework of ICCO Alliance Strategic Plan.

Tasks

• Identification and facilitation of programmes and programme coalitions by applying the 4 ICCO strategic roles in the programmatic approach: strategic financing, lobby, advocacy, capacity building and brokerage
• Assessment of programme- and project proposals and institutions; preparation of financing decisions
• Monitoring and evaluation of ongoing contracts between ICCO/KiA and local partners
• Facilitation of capacity building, advocacy and necessary expert knowledge in the programmes
• Contribute to learning, exchange and knowledge-sharing
• Contribute to policy development and contribute to the development of the (regional) annual plans
• Contribute to communication regarding activities and policies of ICCO & KIA and partners in North and South
• Contribute to applications for funding by other sources
• Coordination with other relevant alliances in the region (members of Northern alliance, APRODEV, ACT etc.)

Qualifications and experience

• Good knowledge of the social, economic and political situation in the region
• Substantial regional experience in a relevant (thematic) field
• Relevant education for the job
• Negotiation skills
• Networking and facilitating skills
• Good communication skills, including intercultural communication and communication with ecumenical actors
• Excellent language skills in English and a regional language
• Knowledge of development issues en – cooperation.
• Basic knowledge of financial aspects on financing organizations
• Fluency in French
