Context
|
|
UNIFEM
is the women's fund at the United Nations. It provides financial and
technical assistance to innovative approaches aimed at fostering
women's empowerment and gender equality. UNIFEM is essentially a
learning organization and strongly believes in promoting accountable
and transparent processes to achieve its objectives/goals. Therefore,
in its Strategic Plan (SP) for 2008-2011, UNIFEM commits itself to
strengthening and sharpening the focus of monitoring and evaluation
in its programmes and projects. This approach is anchored in three
accountability frameworks:

UNIFEM
is therefore proposing to appoint a Monitoring and Evaluation
Specialist to be assigned in its South Asia Regional Office (SARO)
based in Delhi, and to also work closely with its Country Offices
(COs) in Pakistan, Nepal, Bangladesh,
Maldives, Sri Lanka,
Iran, Bhutan and Afghanistan.
Under
the overall supervision of the Regional Programme Director and the
Deputy Regional Programme Director in the UNIFEM South Asia Regional
Office (SARO), the Monitoring and Evaluation Specialist will be
expected to carry out the following functions :

I.
Programme Performance Monitoring
Monitoring Indicators
·
Provide
technical support to ensure that a set of programme performance
indicators is identified for the SARO Sub-Regional Programmes in the
context of the SARO Sub-Regional Strategies in close collaboration
with the thematic advisers and partners,.
Data Collection
·
Provide
technical support to ensure that data collection and analysis from
field visits are coordinated and standardised across programmes to
feed into programme performance monitoring.
Monitoring System
·
Technically support the SARO and COs to design Programme monitoring
systems and implement the same.
·
Ensure
that adequate performance monitoring systems and indicators for M & E
are part of design of new programmes.

II. Reporting
·
Drawing on monitoring and
analysis of key program performance indicators, provide professional
input to management reports including relevant sections of the
annual reports,
·
Work closely with the
programme managers to ensure timely submission of analytical progress
reports to the donors. These reports would need to be submitted in a
standard reporting format as required by HQ, donors and partners.
·
Review evaluation reports
for quality assurance purposes, applying high professional standards
in line with UNIFEM's Evaluation Policy and UN Evaluation Norms &
Standards.

III.
M&E Capacity Building
·
Promote
the awareness and understanding of the shared responsibility of M& E
function among all staff members through communication, training,
learning and development activities organization-wide and applying
UNIFEM’s Evaluation Policy and tools.
·
In close
collaboration with partners, identify capacity needs of national
partners such as professional evaluation associations will be
strengthened by involvement in evaluation processes and possibly
through specific capacity building initiatives.

IV. Evaluation
·
Prepare,
monitor and ensure compliance on evaluation plan and assist in
preparation of evaluation budgets for individual evaluations,
Technically support programme partners to formulate Terms of
Reference and evaluation designs of high quality in compliance with
the organization’s programme evaluation policies and guidelines.
·
Assist in
the supervision of evaluation process. Monitor and ensure the quality
of the field work and data management during the implementation phase
of evaluations, and ensure a high quality of analysis and reporting
of the evaluation findings.
·
Disseminate evaluation findings and recommendations to the intended
audiences in user-friendly methods. In particular, to ensure that
effective participatory feedback is provided to community and civil
society stakeholders.
·
Monitor
and ensure that a management response to the findings and
recommendations of the evaluation is completed, recorded, and
followed up for implementation.
·
Submit
electronic copies of all evaluations to SARO, the Asia-Pacific
section and the Evaluation Unit at the Headquarters.

other tasks assigned by the Regional Programme Director.

Results
|

The key results of the
post are formulation of forward-looking strategies and policies for
the SARO related to Monitoring and Evaluation plans and their
implementation. This highly strategic post will ensure rigorous
monitoring and evaluation of UNIFEM programmes in the South Asia
Region.

Competencies/ Requirements

Knowledge of current theories and practices
in the area of evaluation and knowledge management.

Knowledge of UN context and topics.

Substantive knowledge and understanding
of gender equality issues and more broadly, human rights issues

Knowledge of the regional realities and their related gender and
development issues.

Technical and professional skills:
1) Evaluation design
–required competencies to identify issues that would lead to work
planning items,; research relevant issues and subjects of interest
for; and contribute in the development of a well-focused Terms of
Reference; good understanding of various methodologies in evaluation;
2) Data collection and
analysis – Has the required competencies to collect reliable, valid
and accurate information in an objective way.
3) Gender analysis –
has experience in conducting gender analysis; understands issues
regarding gender equality and women’s rights.

Oral and written communication:
Has the required competencies to: write accurately in a clear and
concise drafting style; review documents for content and style,
including evaluation reports that meet UNEG reporting standards;
assist with formal presentations; articulate relevant subject
matter in a clear and concise way.

Has the ability to design and provide basic training on evaluation
and Results Based Management,

Evaluation process management:
Has evaluation management skills, including developing a plan and
schedule, assigning tasks, ensuring milestones are met on a timely
basis, ensuring project costs are within an approved budget and
ensuring evaluation objectives are adequately addressed. Have
competencies in working together in a professional manner with team
members exhibiting patience, courtesy, cultural sensitivity and
respect for others and their ideas.

VI. Recruitment
Qualifications |
Education: |
-
Masters degree in social science or related field
and/or evaluation of public policy related field;
|
Experience: |
-
A
minimum of 7 - 10 years professional experience, preferably in the
field of evaluation;
-
Experience in the management of gender equality programmes, or
analytic work in gender and development, gender analysis and/or
human rights;
-
Background in international relations and knowledge of current
development issues;
-
Experience related to UNIFEM's mandate and activities an asset;
-
Field
work experience desirable;

Language Requirements: |

Fluency
in English and working knowledge of local language.
