Position Senior Program Manager, PFMCBP

Objectives To ensure effective program management, implementation, and supervision based on the Project Appraisal Document for the Planning and Financial Management Capacity Building Program and the legal agreements between the Government of Timor Leste and the World Bank.

Selection Criteria

Essential
• Demonstrated ability to provide team leadership and management.
• At least twelve years senior project management experience, preferably as project team leader, in developing countries with a track record of establishing and implementing systems and processes for operations, financial management, performance management, procurement and evaluation.
• Excellent communication skills. Demonstrated ability to write clear and concise project reports, guidelines and manuals. Ability to deliver public presentations. English language fluency essential.
• A post Graduate degree in a relevant area such as Business Administration; Management, Accounting; Economics; Finance.
• Excellent negotiation and representation skills. Ability to manage complex stakeholder relationships. A high level of emotional intelligence, and an ability to establish consultative, constructive and supporting working relationships with colleagues from different cultures.
• Excellent analytical skills. A bachelor’s degree in a relevant discipline.

Desirable
• Experience working within a public sector reform context, preferably in a Ministry of Finance.
• Knowledge of capacity development approaches in developing countries.
• Knowledge of Tetum, Portuguese or Bahasa Indonesia and or willingness to learn any of the three languages.

Project Background

The Ministry of Finance of the Government of the Democratic Republic of Timor-Leste is looking to recruit a Senior Adviser Internal Reform, Capacity Building and TA Coordination for its Planning and Financial Management Capacity Building Program (PFMBP). PFMCBP is a five-year technical assistance program supported by a grant from the International Development Association and a co-financing Multi-Donor Trust Fund. The Program started in late 2006, and is scheduled to close in July 2011. The donors have agreed on an extension to December 2012 and the Ministry is currently working with the World Bank to finalize the extension. PFMCBP provides technical assistance to sustainably strengthen planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency.

PFMCBP has assisted the Government of Timor-Leste take forward an important reform agenda. Key achievements include implementation of a major reorganization of the Ministry of Finance; strengthening public expenditure management through simplification and strengthening of treasury systems and processes, and increased delegation of authority to line ministries; improved revenue management, including increased transparency in tax administration and reinforcing Petroleum Tax administration; and a gradual improvement in macroeconomic planning. There are important challenges ahead as the Ministry of Finance implements a strong reform program in a capacity constrained environment. PFMCBP itself has a challenge to build capacity and enable an increased transfer of responsibility to Timorese public servants.

The Ministry of Finance is responsible for the strategic management of PFMCBP, through its Senior Management Committee chaired by the Minister of Finance. There is a dedicated Program Implementation Unit that is responsible for day-to-day program management and implementation which has been integrated recently into the newly established Directorate General Corporate Services. A Supervisory Committee of donors to PFMCBP, also chaired by the Minister of Finance, provides regular oversight on program implementation and achievements. The World Bank is responsible for program supervision, to ensure it is aligned with agreed objectives and financing agreements.

Scope of Work

The Senior Program Manager will provide advice to the Program Implementation Officer, who has delegated authority from the Minister of Finance to execute the Legal Agreements between the Government of Timor Leste and the World Bank.

The Senior Program Manager will manage the Program Implementation Unit, which comprises two other core positions –the Finance Officer, and the Procurement Officer – as well as other positions and service contracts required to effectively administer the program.

The position involves project management, implementation and supervision:

• Participate on the Consultative Council for Finance Management, chaired by the Minister, during sessions that the CCFM is convened to address issues relating to the PFMCBP and will act as the Steering Committee of the PFMCBP
• Provide secretariat support to the Supervisory Committee, which meets at least every six months
• Work closely with Directors General, Senior Management Advisers, and the Minister’s Office
• Liaise with the World Bank office to help it undertake effective program supervision
• Manage the effective recruitment and management of a large team of consultants,
• Prepare Annual Reports and Quarterly Reports
• Prepare Implementation Action Plans, updated every six months
• Prepare Procurement Plans, updated every six months
• Report against the Results Matrix
• Manage the recruitment process for international and national consultants
• Manage the Advisers’ Performance Management System
• Manage administrative support for consultants such as inductions and leave
• Ensure that procurement is managed in accordance with World Bank operational procedures
• Ensure that finances are managed in accordance with World Bank operational procedures
• Ensure that the legal agreements between the Government and the World Bank are observed

Key Deliverables

• An Assignment Work Plan within four weeks of commencement
• Annual Reports and Quarterly Reports on the outcomes and impact of the PFMCBP and its efforts in building capacity within the Ministry of Finance.
• Implementation Action Plan and Procurement Plan
• Manage the recruitment of consultants
• Quarterly Progress Reports to the Minister of Finance, copied to Project Implementation Officer, against the agreed Work Plan
• End of Assignment report to the PIO no later than 10 working days prior to the end of contract

Performance Evaluation

Performance of the Senior Program Manager will be assessed by the Minister of Finance and Project Implementation Officer in accordance with the performance review framework for advisors in place in the Ministry.

There is probation period of three months.
