The Swiss Red Cross (SRC) is involved in the planning and implementation of relief, reconstruction and rehabilitation programmes in several disaster affected areas abroad. For our programme in Pakistan we are looking for a  

Construction Delegate 

Based in:                          Islamabad                                          

Starting date:                    starting mid January 2011 or by arrangement 

Duration of contract:         6 months with the option of extension 

 Tasks:

Professional planning, implementation, supervision and monitoring of our reconstruction projects in close collaboration with local partners

Monitoring and controlling of all construction activities, material quality, project costs and work process

Ensure that the construction response, technical design and site activities comply with local, national and international standards and regulations

Management and supervision of local staff and consultants in a culturally sensitive environment

Responsibility for budgets and transparent and accountable finance management

Coordination and networking with partner agencies, local authorities and other stakeholders on site

Progress monitoring, regular narrative and financial reporting and elaboration of project documentations.    

Requirements:

University degree and/or professional qualification in Structural/Civil Engineering, Architecture, Construction Management or related technical field

Minimum 3 years professional experience in construction of shelter, including site supervision and contract management in a developing country

Demonstrated experience in construction administration systems and procedures, in particular control of works and financial management

Ability to work in high stress environments with minimal supervision

Experience of working effectively within a multicultural team

Experience in staff supervision, management and development

Previous experience in working for the Red Cross Movement would be an asset

Strong initiative, diplomacy, flexibility and sound decision making skills are required

Excellent verbal and written skills in English are required. 

Adequate salary, social insurances, travel and accommodation expenses provided.
