 WaterAid is an international NGO dedicated to the provision of safe domestic water, sanitation and hygiene education to the world’s poorest people.  Primary Purpose

The primary purpose of the Country Representative (CR) is to provide leadership to the Country Programme (CP) and to contribute to the global leadership of WaterAid. The CR achieves this by developing and steering the direction of the CP, liaising with the Melbourne head office, empowering and developing local staff and partners and influencing public and private institutions on the impact that improvements in safe water, improved sanitation and hygiene can make to the poorest and most excluded - therefore contributing to wider poverty reduction and human development. 

Background:

WaterAid has had a WASH (water, sanitation and hygiene) program in Papua New Guinea since 2004. Our program currently consists of rural WASH programs in the Highlands and East Sepik region which are implemented by local NGO partners, with support from one expatriate engineer based in Wewak. We now wish to appoint a Country Representative and set up a national office in Port Moresby, in order to expand and deepen our programs, especially in the policy and advocacy area within the national WASH sector. 

Accountabilities

1.        Represent WaterAid externally; ensuring that WaterAid's vision, mission, values and aims are communicated in a positive and compelling way. Facilitate the building of relationships between partners, staff and other stakeholders.

2.        Actively facilitate relationships between WASH sector stakeholders (actors) to support the development of the sector.

3.        Liaise with the Melbourne head office, in particular the International Program Manager, (PNG ) and the Head of International Programs

4.        Support the implementation of the Country Strategy in line with WaterAid's Global Strategy.

5.        Support the successful, on time, delivery of all multi year plans and budgets.

6.        Collaborate with colleagues from across WaterAid to enhance relationships and ensure effective organisational working.

7.        Contribute as a member of Global and Australian leadership teams of WaterAid to support organisational effectiveness and development.

8.        Support the approach to ensuring that the CP has integrated Equity and Inclusion into its work as well as being a diverse and inclusive place to work.

9.        Stay aware of the local funding context and identify appropriate opportunities to increase income, in conjunction with the International Programs Manager.

10.     Develop a thorough understanding of the external environment we are operating in, identify and manage risk including ensuring appropriate health and safety and security procedures are in place.

11.     Ensure that WaterAid’s global policies are adapted to the country context (as appropriate) and adhered to; represent WaterAid’s stated global positions on key development issues effectively, adapting them to the country context as appropriate.

12.     Lead, manage and develop the CP team, creating an environment that enables staff to maximise their potential

·       Engagement with national governments, bilateral and multi-lateral agencies on policy influencing.

·       Experience of developing key strategic and operational partnerships with national level NGOs for programme, policy and advocacy interventions.

·       Experience Identifying key strategic partners with shared agendas and building relationships with them. 

·       Experience in developing and implementing multiple advocacy strategies using a complimentary combination of media, mass campaigning, lobbying of decision-makers and informal networking.

·       Proven leadership skills and strategic management skills

·       Experience of working in Papua New Guinea

·       Significant experience of community-based water supply, sanitation and hygiene promotion projects

·       Senior management experience in an international development organisation

·       Proven experience in building a program team and managing organisational growth and change.

·       Proven experience of heading a Country Program/ Office

·       Experience in managing urban programs Strategic leadership and management of a multi-disciplinary team of professionals, preferably in water and sanitation sector.

·       Experience of raising funds for government and/or international agencies (bilateral/multilateral), managing large budgets with diverse international donor base.

·       Experience in strategic planning development in a senior management capacity.

·       Ability to lead financial and budget management processes and ensure high level of accountability to internal and external stakeholders.

·       Ability to communicate clearly in English.

·       Ability to use computers both for word-processing and spreadsheet packages

·       Ability to develop innovative approaches to development problems.
