The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises.

The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.

GRC is supporting the Pakistan Red Crescent Society since 1983. It has a country office in Islamabad, sub-offices in Peshawar and Karachi. In Sindh, projects are currently being implemented in the Districts Thatta, Dadu and Badin with Field Offices in Dadu Town and Thatta (Makli).

Currently, GRC and PRCS are implementing and planning relief, rehabilitation and development projects in the areas of WatSan, Shelter, Livelihood, Primary Health Care and Disaster Risk Reduction.

For the sub-office in Karachi, GRC is currently seeking a Programme Coordinator for the Province of Sindh, starting as soon as possible.

Responsibilities
The Programme Coordinator Sindh acts as head of the GRC sub-office in Karachi and representative of GRC in Sindh. This also implies the supervision of all local and international staff and the function as focal point for projects and activities in Sindh province Province.
• Portfolio Management incl. planning, implementation and supervision of GRC/ PRCS projects in close cooperation with the responsible Project Managers
• Supervision of Project Managers and international and local staff in the Karachi Office and in the project sides in Sindh
• Liason with PRCS Sindh Branch and all relevant stakeholders, i.e. Red Cross/ Red Crescent Movement, International Organisations and NGO, local authorities and communities
• Nexus between Field Offices / Project Managers and Country Office Islamabad, i.e. Head of Office and National Programme Managers
• M&E of projects (including financial monitoring) and adaptation of M&E tools
• Support Project Managers in Project Management and Proposal writing and ensure timely narrative and financial reporting as per donor requirements
• Regular visits to Project sites and travelling to Islamabad Country Office
• Training and guidance on project administration to project staff on site

We are looking for:
• University degree in a relevant field
• At least 5 years of experience working in planning, managing and implementing relief, rehabilitation and development projects (preferably in the region) are essential
• Experience in Disaster Management, Capacity Building, Public Health and/or rehabilitation in the above mentioned sectors
• Strong background in management and financial administration of projects
• Sound knowledge of donor requirements (i.e. German public donors, EU) and proven proposal writing and reporting skills
• Proven knowledge and experience in M&E
• Identification with the principles of RC/RC Movement and willingness to adhere to them, Movement experience would be an asset
• Distinctive intercultural sensitivity and excellent negotiation skills
• Ability to train and guide local staff and community volunteers
• Certified ability to work under tropical conditions (medical check)
• Very good written and oral English is essential, German would be an asset
