Indian Medical Association (IMA) invites applications for IMA-GFATM-RNTCP-PPM Project for the post of :- Technical Consultant (3 vacancies) 

General Guidelines 

Background of IMA

The Indian Medical Association (IMA) is a national voluntary organisation of doctors of the modern scientific system of medicine, looking after the interest of doctors as well as of the community at large. IMA was established in 1928 for doctors of Indian origin with the objectives of (a) promotion and advancement of medical and allied sciences in all their different branches, (b) the improvement of public health and medical education in India, and (c) the maintenance of honour and dignity of the medical profession. 

Background on IMA involvement in RNTCP

Having endorsed the DOTS strategy in 2004, IMA now seeks to facilitate the involvement of its members, especially Private Providers, in India’s Revised National Tuberculosis Control Programme (RNTCP) through a model called the ‘Umbrella Model’ which aims to bring together public and private providers who would work together in combating the scourge of TB in India. 

In 2007-08, IMA operationalised the IMA GFATM RNTCP PPM project as a sub-recipient to the CTD’s Global Fund Round 6 proposal in the states of Uttar Pradesh, Punjab, Haryana, Maharashtra, Andhra Pradesh and the Union Territory of Chandigarh. 

Background on IMA GFATM RNTCP PPM RCC Project

In 2009-10, IMA was the sub-recipient to the CTD for the Global Fund Round 2 RCC project. In addition to the Rd 6 states/UT, IMA will expand its operations to 10 more states, namely, Kerala, Gujarat, Rajasthan, Tamilnadu, Uttarakhand, West Bengal, Bihar, Chhattisgarh, Jharkhand and Orissa, covering a total of 15 states and 1 UT. 

The goal of the IMA GFATN RNTCP PPM RCC project is to assist the efforts of the RNTCP in achieving its goal to bring down the burden of TB in India till it ceases to be a public health problem. Its objective is to improve access to the diagnostic and treatment services of DOTS and thereby improve the quality of care for patients suffering from tuberculosis in the 15 states and 1 UT involved in the project. 

Technical Consultants (3 vacancies) 

Location: 3, to be based at fixed cities in 3 States 

IMA invites applications for 3 vacancies of PPM-DOTS Technical Consultants for the IMA-GFATM-RNTCP-PPM-RCC Project. The Technical Consultants shall be based at one of 3 locations in the states of 

  1. Bihar-1 vacancy (covering North Patna),
  2. Maharashtra- 1 vacancy (covering the districts of Akola, Amravati, Bhandara, Buldhan, Chandrapur, Wardha, Nagpur, Gondia, Yavatmal etc.) and
  3. Tamilnadu- 1 vacancy (covering the districts of Madurai, Coimbatore, Dindigul, Tuticorin, Kanyakumari, Tirupur etc.).

The consultants shall work under the direct supervision of the Project Director and be guided by the IMA Unit Coordinator for the project. S/he will work with other IMA personnel (both hired and volunteers), with state and district RNTCP officials and with WHO/RNTCP Technical Consultants to ensure coordination of project work plan activities across technical, management and administrative areas and timely completion of tasks and reporting. S/he will also be expected to work closely with other agencies and groups working towards contributing to TB control in India. 

This is a full-time position; the incumbent will not be permitted to hold another paid or volunteer job, carry out private practice, or accept other consultancy work without permission of the National Working Group of the TB project. The incumbent would also not be allowed to hold an IMA office at any level during the period of employment 

The principal duties and responsibilities of the IMA Technical Consultant (TB):

•           Motivate private healthcare providers to practice evidence-based medicine in the management of their TB suspects and patients

•           Manage day-to-day operations of the project and report progress and problems to the Project Director on a regular basis as stated or redefined

•           Track progress against work plans and budgets

•           Troubleshoot any implementation problems with internal or external persons, offices or organisations to ensure timely completion of activities

•           Coordinate project activities with District and State-level RNTCP officials, Government authorities, partners and other organisations implementing TB activities

•           Support implementation of all key project activities, with emphasis on quality assurance and monitoring and evaluation

•           Conduct technical supervisory visits to private providers and hospitals and provide analysed feedback to the State Coordinator and Project Director

•           Build own and target group TB technical and managerial capacity through on-the-job training and mentoring

•           Represent IMA within local, state and, if required, national technical working groups and in meetings with other donors, partners and government officials as assigned

•           Manage the development, review, and revision of annual work plans and budget

•           Collect, collate and analyse data and other information and prepare monthly, quarterly, semi-annual and annual reports, presentations and other deliverables for IMA

•           Ensure complete project documentation

•           Work with project officials to develop journal and newsletter articles and presentations to promote the project and to disseminate key project results

•           Organise and participate in meetings of local private providers and to participate in IMA project team teleconferences and meetings

•           Represent the Project Director in her/his absence, if and as needed

•           Maintain up-to-date knowledge on national and international TB control standards, guidelines, and policies, especially RNTCP and WHO guidelines and protocols and the International Standards of TB Care and to disseminate these as and when possible to the target group

•           Travel extensively in the allocated project area and also to IMA HQ and other places as per project requirements

•           Perform other duties assigned by Project Director as needed 

Required Skills for the post:

•           Demonstrated independent leadership and ability to produce quality results

•           Demonstrated independent management skills on projects with multiple components

•           Excellent organisational, planning, negotiating and problem-solving skills

•           Demonstrated ability to multitask and maintain schedules for deliverables

•           Knowledge and understanding of the political environment and of other factors in the country and in the state/Unit assigned that may influence TB project implementation and achievement of targets and results

•           Ability to coordinate and work effectively with diverse stakeholders in numerous locations and levels, including private providers, IMA officials, Government officials, technical staff, civil society organisations, patient groups, community members and project support staff

•           Exemplary interpersonal skills to facilitate relations with the Government and other local partners

•           Excellent written and oral communications in English with effective oral communication skills in the language of the state/Unit assigned

•           Excellent computer skills with experience in using Microsoft Office programs, especially MS Word, MS Excel, MS PowerPoint and MS Outlook

•           Excellent facilitation skills and ability to motivate private providers 

Qualifications for the post:

Essential: The selected consultant will hold an MBBS degree, be registered with the MCI and be a Life member of the IMA at the time of joining. S/he would have the necessary competence and experience to work in TB control, especially with the private healthcare sector, coordinate with public health officials and manage tasks independently. 

Desirable: 5 years of public health experience and a post graduate management or medical degree, preferably in Public Health. Working knowledge of specific technical areas in TB control, including TB ACSM, work place interventions, laboratory strengthening, infection control and MDR-TB control is desirable. Experience in TB control is highly desirable.
