TERMS OF REFERENCE
The Timor-Leste
Rural Water Supply and Sanitation Program (BESIK) is funded by the Government of
Australia through AusAID to provide assistance to the Government of the
Democratic Republic of Timor-Leste and civil society organisations for the
development of rural water supply, sanitation and hygiene (RWASH) activities in
Timor-Leste.
Responsible to:
Sanitation Advisor
Location:
Timor-Leste, based in Dili with frequent travel
to Districts
Duration:
2-3 Months
OUTPUTS
The primary task of the SHS will be to support BESIK and the
GoRDTL to scale-up the Total Sanitation Approach, with the following outputs
from this consultancy:
-
To collate and develop a Total Sanitation Program (TSP)
Guidelines based on the Sanitation Improvement Framework in the draft National
Sanitation Policy, existing pilot projects and existing regional resources;

Develop training modules based on the TSP guideline;

Identify district level training centres that could be trained
in the use the TSP.
SKILLS AND EXPERIENCE
Required:
·
Experience in water, sanitation and/or hygiene promotion in developing country
context;
·
Experience in the development of training programs and guidelines;
·
Experience in mainstreaming gender through training programs
·
Strong written and oral communication skills;
·
Well
developed inter-personal and communication skills with an ability to:
communicate effectively with others from different social, ethnic and cultural
backgrounds, adapt to different cultures and be a supportive member of a team;
Desirable:
·
A
advanced degree in water, sanitation and/or hygiene promotion;
·
Experience in Timor-Leste;
·
Experience with Total Sanitation approaches;
·
Proficiency in Tetum, Indonesian or Portuguese
