POSITION ANNOUNCEMENT FOR STATE PROGRAM OFFICER – JHARKHAND & WEST BENGAL

Ipas, a non-profit, non-governmental organization (NGO) headquartered in Chapel Hill, North Carolina, USA, is working to increase women’s ability to exercise their sexual and reproductive rights and reduce unsafe abortion-related maternal mortality and morbidity. Ipas’s India country program extends to ten states and has over the last ten years worked towards strengthening training systems, service delivery of comprehensive abortion care services and advocacy initiatives to increase women’s access to safe abortions.

Ipas seeks to hire a State Program Officer (SPO) based at its Ranchi office to manage their program in the states of Jharkhand & West Bengal. The position will report to the National Program Officer (NPO) and will provide managerial leadership to the state team and coordinate technical inputs and supervise state office staff and consultants. Under the supervision of the NPO, the SPO will be responsible to develop implementation strategies and work plans to ensure that the country program goals and objectives pertaining to the states of Jharkhand and West Bengal are met. The SPO will primarily be responsible for managing the programs relating to training, service delivery, improving access to Comprehensive Abortion Care (CAC) and, increasing the impact of Ipas’s interventions and utilization of services in program areas.

The overall responsibilities also include:

• Independently plan and implement the programs in the specific State. Input in program planning and proposal development and drafting reports for external stake holders.
• Work with appropriate State(s) and Country Office staff, consultants and partners - for implementing activities and ensuring that the annual objectives of the States like number of providers trained, number of sites providing CAC services are met, and; assisting the NPO in ensuring long term state commitments through extension/renewal of existing MOUs for technical support related to CAC components
• Interact with state/district officials, training institutions, NGOs/organizations working in similar areas; develop partner specific plans covering all aspects of the program and facilitating its implementation; including identifying and assessing of NGOs
• Ensure smooth functioning of the State Office including supervising of staff and consultants who form part of the office and guiding them in meeting annual objectives
• Work with Country Office team to develop indicators, reporting systems and commissioning research activities to enable collection of data, document the process and impact of Ipas interventions
• Represent Ipas at various forums and meetings within the state and lead the IEC initiative

Candidates suitable for this position:

• Advanced degree in Social Science, Management or Public Health
• 7-8 years of relevant work experience – preferably within Jharkhand & West Bengal and managing a team of professionals
• Excellent understanding of the Reproductive Health sector in the State(s)
• Strategic thinking, program management skills, budgeting skills and negotiation skills
• Fluent in spoken and written communication skills in English & Hindi
• Demonstrated ability to work on computer
