Chief of Party, HIV/AIDS Prevention
Pact is seeking candidates for the position of Chief of Party to be based in Addis, Ethiopia. The successful candidate will assist in managing an HIV/AIDS prevention program, with particular emphasis on community level interventions with marginalized populations in rural locations.
The candidate should have in-depth knowledge of and a proven track record in working successfully with CBO/NGO/FBO partners, host-country counterparts, Ministries, and multi-lateral organizations. The candidate should be qualified to manage large and complex USG funded health activities in East Africa/ Ethiopia. The candidate must have USAID and HIV prevention experience.
The Chief of Party will be responsible for:
Administering Annual Program Statements (APS) and other grant mechanisms supporting USAIDs HIV/AIDS program: This includes assuming management of the APS process which encompasses soliciting, reviewing, awarding sub-grants and managing new partners; and ensuring proper monitoring, evaluation, and reporting of grantee results. The grant management program will operate under the leadership of a program technical review committee convened by the Chief of Party.
Organizational and technical development and capacity building for grantees
Developing and implementing an organizational strengthening component that increases grantee capacities to monitor, evaluate, deliver and report on services, and that will support their sustainability.
Identifying and responding to grantee technical assistance needs.
Coordination and collaboration with
The Chief of Party will ensure strong cooperation and collaboration with other USG partners, USAID and other HIV/AIDS partners.
Coordinate and collaborate with USAIDs Health Team in Ethiopia
Program management and oversight
Program and financial planning, monitoring, evaluation, and reporting
Develop and set-up administrative and financial operations to support international and local NGOs and the project.
Submit timely progress and financial reports to USAID and Pact headquarters.
Set-up financial and monitoring systems for reporting to Pact headquarters and USAID Mission.
Perform other duties, as assigned.
Knowledge and skills
In depth knowledge of USAID regulations, systems and procedures for managing complex grants programs with many sites, partners and customers is mandatory.
Strong program/grants management, financial, audit and computers skills are mandatory, as are strong written and oral communications skills.
Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in East Africa/ Ethiopia including prevention of HIV transmission; advocacy work; community mobilization in resource-constrained countries.
Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management.
Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
Analytical, financial and management skills as well as understanding of government and community dynamics, preferably in Ethiopia to identify organizations eligible for grants based on pre-determined criteria, and assess their credibility and proposed programs.
Knowledge of monitoring and evaluation systems.
MPH/MPA/MBA or masters in relevant field.
Demonstrated experience as a senior manager (a minimum of fifteen years) of complex USAID-funded grants programs is required; minimum of five years prior grant management experience in East Africa a plus.
Ten years experience in managing HIV/AIDS programs and health related projects; community level programming a plus.
Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, international PVOs, and local CBOs.
Demonstrated experience with organizational development.
