MONITORING & EVALUATION/OUTREACH AND COMMUNICATIONS ADVISOR (M&E/DOC ADVISOR)
The goal of the USAID-sponsored Strengthening Education in Afghanistan program is to improve the institutional capacity, operations, management, and programming of educational and civil society organizations in Afghanistan. Through this comprehensive program, the Foundation proposes to address both Higher Education and Basic Education needs in keeping with the strategic plans of the Ministry of Higher Education (MoHE) and Ministry of Basic Education (MoE).
The Monitoring and Evaluation/Outreach and Communications (M&E/DOC) Advisor will report to the Program Director and in his/her absence will report to the Deputy Country Representative. S/he will have a leadership role in ensuring that M&E principles are well-integrated into program implementation processes, that lessons learnd are extracted, best practices/processes are identified for enhanced impact and improved program management of education projects at all levels, and that strong linkages are created with the partner organizations to ensure that experiences are utilized to improve future project designs. The Advisor will also formulate and implement outreach and communications efforts to increase awareness of USAID-funded Foundation programs in Afghanistan, and will be a member of the Foundations Kabul-based Education Team.
Responsibilities and Duties:
Design and oversee management of monitoring and evaluation of all project activities under the USAID-supported Strengthening Education in Afghanistan program;
Develop and oversee implementation of the M&E plan for the project and for each of the education activities;
Participate in strategic project meetings and discussion of projects and provide M&E inputs to stakeholders;
Oversee/preparation of quarterly reports as well as the final report and ensure compliance with USAID reporting requirements;
Take a lead role in organizing portfolio reviews of the project;
Provide technical assistance in select activities, possibly including the design and implementation of program assessments, pilot programs, pilot projects, capacity building in M&E, M&E tool design and testing, development of manuals and guidance, and knowledge management activities;
Coordinate with TAF Education Team and TAF finance team to ensure that all stakeholders are informed of M&E plan, integrated into it, and that the donor is informed of M&E updates during project timeframes;
Coordinate the Foundations branding and marking efforts according to the approved Branding and Marking Plan;
Advise Foundation staff and sub-grantees on developing appropriately branded public information and events and serve as technical point of contact on waivers to branding requirements in relationship to media;
Collect, design, research, develop, update, and disseminate outreach materials to promote USAID-funded programs to target audiences and the media;
Coordinate the collection of success stories for dissemination through the USAID/Afghanistan website, outreach folders, and the media; and
Any other task assigned by the Program Director or his/her designee.
Masters Degree preferred in social sciences, development, organizational management, or related fields;
5-8 years of work experience in a managerial position in M&E with international organizations, the UN, or a government institution;
Experience working in outreach and communications activities, experience with USAID branding and marking plans preferred;
Experience working with multi-sectoral development programs, inclusive of government and non-governmental institutions;
Experience and familiarity with USAID financial and administrative rules and regulations;
Excellent problem-solving, writing, and communication skills;
Excellent human relations and diplomatic skills;
Ability to work in a fast-paced environment;
Ability to work effectively within a multi-cultural and complex environment;
MS Office packages skill; and
Excellent skills in English required; Dari/Pashto competence desired.
