International Development and Humanitarian Aid NGO is seeking new staff member
of Indian nationality based in its Regional Office in Delhi:
Programme Officer
Monitoring & Evaluation,
Organisational Learning and Advocacy
Primary Responsibility:
DanChurchAid South Asia is looking for a Programme Officer who will be
the focal person for monitoring and evaluation of projects and
programmes as per DCA PorgrammePlanningMonitoring guidelines. The
Programme Officer shall contribute towards overall DCA organizational
learning by sharing of best practices across projects, programmes and
partners. S/he will ensure documentation of lessons learned and sharing
best practices. S/he will also ensure application and documentation of
cross cutting issues and priorities. S/he will provide support to all
programmes and back up to Programme Officers and the Regional
Representative.
Main tasks:
Monitoring and Evaluation
·
to be part of Task Force of
all programme reviews and evaluations
·
to provide technical support
to Programme Officers and partners for reviews and evaluations
·
to provide technical support,
comments/ feed back/ editorial support to Programme Officers and
Project Coordinators on back donor funded projects on
demand.
·
to develop system for better
monitoring, evaluation and documentation of advocacy issues at
programme level and partner level
Organisational Change through Learning
·
to organise regular thematic
discussions within DCA South Asia and with sister agencies
·
to ensure documentation
including analysis and lessons learned from all programmes and projects
·
to share lessons learned and
best practises within organisation
·
to ensure application and
implementation of cross-cutting concerns and priorities and improved
monitoring and organisational learning from same.
Advocacy
·
to work closely with
concerned Programme Officers to identify, document and follow up key
advocacy issues of programmes with relevant stakeholders /
institutions.
·
to support programme advocacy
initiatives upon request from Programme Officers
Support to DCA Programme Officers:
·
to provide backup support to
Programme Officers
·
to process applications for
support as part of Programme Committee
·
to contribute to the
development of DCA South Asias regional programmes.
·
Contribute to
organising/coordinating and participate actively in staff meetings,
partner meetings and DCA meetings.
·
Prepare, update and
coordinate annual programme planning cycle.
Regional Office Overall
·
Be part of RO Task Force to
develop DCA publications and reports.
·
Participate in meetings with
related GOs / INGOs / NGOs / social movements / Campaigns and
institutions at state, national and regional level upon request from RR
and Programme Officers
Professional Qualifications & Experience needed:
·
Educational background /
postgraduate degree in social sciences, political science or related
fields.
·
Minimum ten years working
experience in development organisation in the field of development with
a special focus on Monitoring and Evaluation, NGO management and
advocacy.
·
Minimum five years working
experience from INGO at programme management level
Skills and Experience needed:
·
Good grassroots experience
and min 2 years in rural post
·
Strong analytical and
negotiations skills.
·
Strong coordination skills.
·
Ability to work in team with
people of different backgrounds.
·
Fluency in oral and written
English and Hindi.
·
EDP/IT skills at an advanced
user level.
The candidate must have personal commitment to social equity and equal
rights. DCA Regional Office needs people with a high level of
commitment to work, excellent interpersonal communication skills and a
good sense of humour. Willingness and ability to travel and be flexible
is essential. It is expected that up to 20 % time will be spent for
duty travels.
