Rights & Democracy is a Canadian institution created by Canada's Parliament in 1988, with an international mandate; this independent organization promotes, advocates and defends the democratic and human rights set out in the International Bill of Human Rights. In cooperation with civil society and governments in Canada and abroad, Rights & Democracy initiates and supports programmes aimed at strengthening laws and democratic institutions, principally in developing countries. 

Rights & Democracy is currently accepting applications for the following position: 

Regional Programme Officer, Americas (Haïti) 

Reporting to the Director of Programmes, the Regional Programming Officer, Americas is responsible for developing, implementing, managing and evaluating projects and activities related to human rights and democratic development proposed or initiated by Rights & Democracy in the Americas. In collaboration with the development team, he/she also contributes to the search for external funding and project opportunities.  

Main duties:  

The candidate will have the following main responsibilities: 

Ø  Develop and update strategic analyses and geopolitical knowledge of the country;

Ø   Develop, implement, manage and evaluate projects and activities related to human rights and democratic development. Draft project proposals in accordance with the main political, economic and social issues in the Americas, and specifically in Haiti, and in keeping with the strategic orientations of Rights & Democracy;

Ø  Plan and organize exploratory and follow-up missions in the field in order to organize the implementation of his/her projects and follow-up with donor agencies. Actively seek external funding opportunities for his/her territory;

Ø  Develop, evaluate and maintain networks of local partners and key actors with the potential to contribute to the initiatives of Rights & Democracy. Offer support to local partners while ensuring that their contributions are in keeping with their contractual obligations;

Ø  Collaborate with the development team for the drafting of proposals and the implementation of activities related to calls for tenders and calls for proposals in accordance with the funds available;

Ø  Perform any other tasks required to support Rights & Democracy’s organizational objectives and the development of his/her work team. 

B.   qualifications: 

Education and work experience

v  Undergraduate university degree in a field related to human rights and democratic development or equivalent experience;

v  At least 4 to 5 years’ experience in project management in the area of international development, particularly in Haiti;

v  Proven experience in fundraising and the drafting of proposals.  

Competencies and skills

v  Mastery of human rights and democratic development issues as well as of the best capacity-building practices for democratic institutions in accordance with the specific context of his/her territory;

v  Excellent prioritizing, planning and organizational skills;

v  Good project management, evaluation and monitoring skills in accordance with the prescribed models (logical framework, multi-donor financial packages, etc.);

v  Ability to manage projects, including monitoring activities, respecting budgets and schedules and conducting project follow-up and evaluation;

v  Good capacity to evaluate security risks in the field and during travel;

v  Ability to work in a team;

v  Excellent mastery of written and spoken French and English. Knowledge of Spanish will be considered an asset;

v  Proficient use of computer tools and social media. 

The person selected must hold Canadian citizenship or have permanent resident status in Canada. 

Duration: A short-term position, for a period of one year. 

Salary: This is a Level IV, unionized position as per the collective agreement.  

Start date: Immediately
